Masahiro Sugiura, Japan Water Agency Representative
Joined the Asian Development Bank Institute on secondment from Japan Water Agency (JWA) in April 2018.
Masahiro Sugiura is concurrently deputy director for international affairs of the water resources engineering department of JWA and secretariat of the Network of Asian River Basin Organizations.
Previously, he was a Japan International Cooperation Agency (JICA) expert at Indonesia’s then Ministry of Settlement and Regional Infrastructure (now the Ministry of Public Works and Housing), director for water control system at the Chiba regional management office of JWA in Japan, engaged engineer at the public enterprise bureau of Saitama prefectural government in Japan, and a researcher at the Public Works Research Institute of Japan’s then Ministry of Construction (now the Ministry of Land, Infrastructure, Transport, and Tourism).
He has a PhD and an MA in economics from Saitama University (Japan), and a BS in engineering from the Nagoya Institute of Technology (Japan).
