ADB Welcomes Promising Steps Forward at COP26 for Climate Action in Asia and the Pacific

MANILA, PHILIPPINES (15 November 2021) — The Asian Development Bank (ADB) today welcomed the scaled-up commitments from its developing member countries (DMCs) at COP26 as a promising step forward to strengthen actions in the global battle against climate change.

Countries agreed in Glasgow to a range of commitments to meet their nationally determined contributions (NDCs), a key plank of the Paris Agreement which aims to limit the rise in global temperatures to well below 2°C, preferably to 1.5°C, compared to pre-industrial levels.

“COP26 made several promising steps forward in uniting the world, and the Asia and the Pacific region, to take stronger action against climate change. I was personally encouraged by the spirit of collective determination and willpower I saw at COP26 to solve what is the critical issue of our lifetime,” said ADB President Masatsugu Asakawa. “At the same time, the detailed negotiations and final statement clearly highlight that more needs to be done—more financing, more innovation, and more collaboration are needed faster to meet this challenge. As the region’s climate bank, ADB is focused on working with our DMCs and other partners to ensure the battle against climate change is won in Asia and the Pacific.”

ADB announced a range of high-level measures and partnerships at COP26 aimed at taking transformational action against climate change, including:

ADB joined other leading multilateral development banks in signing on to statements pledging to mainstream nature into its operations, raise climate action ambition, and prioritize a just transition that ensures communities, industries, and workers are protected from the move toward net-zero economies.

In October, ADB laid the foundation for its continuing climate action by elevating its ambition to deliver climate financing to its DMCs to $100 billion from 2019–2030. It also adopted a new energy policy which rules out new investments in coal production and commits to supporting universal access to reliable and affordable energy services. ADB has committed to aligning its operations with the goals of the Paris Agreement, and to ensuring that by 2030 at least 75% of the total number of its operations will support climate action.

ADB is committed to achieving a prosperous, inclusive, resilient, and sustainable Asia and the Pacific, while sustaining its efforts to eradicate extreme poverty. Established in 1966, it is owned by 68 members—49 from the region.

各国はグラスゴーにおいて、世界全体の平均気温の上昇を産業革命以前に比べて2°Cより十分低く保つとともに、1.5°Cに抑える努力を追求することを示した、パリ協定の重要事項である、国が決定する貢献(NDC)を果たすための一連のコミットメントに合意した。

ADBは、COP 26において、気候変動に対して変革的な行動を取ることを目的とした一連のハイレベルでの対策やパートナーシップを発表した。

ADBは他の主要な国際開発金融機関とともに、各々の業務において、自然環境を重視した取り組みを主流化するとともに、気候変動対策の目標をより野心的なものにし、地域社会や産業、労働者が(炭素排出量)ネットゼロの経済への移行から守られる、「公正な移行」を重視することを約束する共同声明に署名した。

10月にADBは、2019年から2030年までに開発途上加盟国に対して提供する気候変動ファイナンスに係る目標を1,000億ドルに引き上げることにより、気候変動対策を継続的に進めるための礎を築いた。また、石炭事業への新規の投融資を除外し、信頼性が高く手頃な価格のエネルギーサービスへの普遍的なアクセス実現の支援にコミットする新たなエネルギー政策を採択した。更にADBは、その業務においてパリ協定の目標と整合性を確保し、2030年までに年間融資契約締結件数の少なくとも75%を、気候変動対策へ当てることを約束した。

该项目旨在改善长江流域主要支流之一的赣江上游农村地区的生活环境,让超过50万居民受益。

“在长江经济带,农村转型滞后于城市发展,”亚行主任水资源专家樊明远表示,“该项目将是长江经济带援助框架下首个面向那些对绿色发展、乡村振兴、环境管理、减缓和适应气候变化等领域抱有商业兴趣的中小企业和农业合作社的项目。项目还将辅以绿色融资机制。”

长江经济带是中国经济增长的三大引擎之一。虽然自20世纪80年代以来,长江经济带取得了广泛发展,但长江中上游地区的发展落后于沿海地区。

为改善这一状况,该项目将帮助赣州市政府提升机构能力和专业知识,以更好地利用智能信息技术来管理环境、自然资源和项目。

项目内容包括改善赣江流域的水质监测;开发一个拥有分析技术支持的空气质量管理平台;加强环境保护、生态修复、生态环境监测、水土保持、森林管理和项目管理方面的能力建设。

项目还将通过安装节水灌溉系统、推动减少农业生产中的营养物质污染等活动,开展绿色发展和融资机制试点。项目期间,将试点使用有机产品追溯系统;建设蔬菜绿色种植技术示范区;引导发展生态友好型企业,包括建设乡村生态旅游基础设施。

此外,项目还将解决部分乡镇和行政村的污水、环境卫生和固体废弃物问题,改善居民的生活环境;其中,农村污水处理厂将采用低能耗处理工艺。

该项目总投资4.5391亿美元,其中政府及其他机构提供配套资金2.5391亿美元。项目预计于2028年完工。

ADB to Promote Rural Vitalization, Green Development in Ganzhou, PRC

MANILA, PHILIPPINES (2 November 2021) — The Asian Development Bank (ADB) has approved a $200 million loan to advance rural vitalization and ecological protection in Ganzhou municipality in Jiangxi, the People’s Republic of China (PRC).

The project aims to benefit more than 500,000 residents by improving the living environment of rural areas along the upper reaches of the Gan River, one of the major branches of the Yangtze River basin.

“Rural transformation has lagged urban development in the Yangtze River Economic Belt (YREB),” said ADB Principal Water Resources Specialist Mingyuan Fan. “The project will be the first under the YREB framework that will engage small and medium enterprises and agriculture cooperatives with a business interest in green development, rural vitalization, environmental management, and climate mitigation and adaptation, to be complemented by a green financing mechanism.”

The YREB is one of three key economic growth engines in the PRC. While the YREB has benefited from extensive development since the 1980s, growth in the middle and upper reaches of the Yangtze River basin lags that of the coastal areas.

To improve this, the project will expand the institutional capacity and know-how of the Ganzhou municipal government for managing the environment, natural resources, and projects with smart information technology applications.

This involves improving the monitoring of water quality within the Gan River watershed; developing an air quality management platform with technical support for analysis; and building the capacity for environmental protection, ecological rehabilitation, ecological and environmental monitoring, water and soil conservation, forest management, and project management.

The project will also pilot green development and financing mechanisms by installing water-saving irrigation systems and promoting the reduction of nutrient pollution in agricultural production. It will pilot a tracing system for organic products; develop a vegetable demonstration area that uses green farming technologies; and promote eco-friendly businesses, including village-based ecotourism infrastructure.

The project will also improve the living environment of residents by solving wastewater, sanitation, and solid waste problems in selected townships and administrative villages; this involves adopting low-energy treatment processes in rural wastewater treatment plants.

The total cost of the project is $453.91 million, with counterpart financing of $253.91 million from the government and others. It is expected to be completed in 2028.

KUNMING, PEOPLE’S REPUBLIC OF CHINA (15 October 2021) — Success in pursuing initiatives for greening of development in the People’s Republic of China (PRC) rests largely on partnerships with various stakeholders, according to a new book launched today by the Asian Development Bank (ADB).

Effective collaboration will help fully test the potential of new tools such as eco-compensation, promote technological innovation and boost governance, reforms, and institutional strengthening, according to the book, Greening Development in the People’s Republic of China: A Dynamic Partnership with the Asian Development Bank.

The book showcases the PRC’s efforts to promote green development and ecological restoration as well as accomplishments resulting from its partnership with ADB. ADB launched the publication today at the 15th Conference of Parties to the Convention on Biological Diversity (COP15) in Kunming, the PRC.

“As highlighted throughout this publication, the long-standing partnership between ADB and the PRC has contributed to transforming the country’s development agenda to focus more on quality and sustainability,” ADB Director General for East Asia Teresa Kho said at the launch. “China’s cutting-edge initiatives on environment and development as well as experiences from our partnership provide important lessons and replicable practices for ADB and its developing member countries, but also for the global community.”

The publication traces how, over the years, the PRC has adopted valuable experimentation and piloting to create new tools for advancing green growth, eco-efficiency, protection of nature, pollution control, and use of information technology and digitalization.

Meanwhile, over the last 35 years, the partnership between ADB and the PRC has evolved. It now focuses on supporting a range of green investments and interventions with a long-term programmatic approach, often encompassing large geographic areas. Over the past decade, the partnership has transformed to prioritize greener, more environmentally sustainable development.

Between 2011 and 2020, 92% of projects financed by ADB in the PRC helped support environmentally sustainable development. ADB’s new country partnership strategy (CPS) for the PRC covering 2021–2025 supports government efforts to achieve high-quality, green development in line with the 14th Five-Year Plan. The new CPS focuses on three main pillars: environmentally sustainable development, climate change adaptation and mitigation, and aging society and health security.

The four areas of collaboration that have emerged over the past decade will remain partnership priorities—enhancing environmental protection and ecological conservation, transforming the rural economy, developing green livable cities, and investing in climate change mitigation and adaptation.

In the Yangtze River Economic Belt and the Yellow River Ecological Corridor, the PRC—ADB partnership focuses on ecosystem conservation, an integrated transport corridor, institutional strengthening, and policy reforms to reduce depletion of natural resources by pollution and overexploitation. ADB also has a long history of working with the PRC in addressing climate change, including multiyear support for reducing air pollution in the greater Beijing–Tianjin–Hebei region.

中华人民共和国昆明(2021年10月15日讯)— 亚洲开发银行(亚行)今日发布的一本新书指出,中华人民共和国(中国)绿色发展计划之所以取得成功,很大程度上依赖于中国与各利益相关方的合作伙伴关系。

新书《中国的绿色发展:中国与亚行与时俱进的合作伙伴关系》认为,有效合作有助于充分检测生态补偿等新工具的潜力,推动技术创新,促进治理、改革和制度强化等。

新书展示了中国在推动绿色发展和生态恢复方面所付出的努力,以及中国与亚行合作所取得的成就。亚行于今日在中国昆明举行的《生物多样性公约》第十五次缔约方大会上举行了此书的发布会。

“正如本书所强调的,亚行与中国的长期合作伙伴关系推动了中国转向更注重质量、更可持续的发展议程,”亚行东亚局局长许李凤玲(M. Teresa Kho)在发布会上表示,“中国在环境与发展领域采取了前沿举措,同时从我们的合作伙伴关系中汲取了经验,为亚行及其发展中成员体、乃至全球社会提供了重要的经验和可复制的做法。”

多年来,为推动绿色增长、提高生态效率、增强自然保护、强化污染防治、促进信息技术和数字化应用等,中国进行了宝贵的试验和试点,创造了新的工具,本出版物对此进行了回顾。

同时,过去35年来,亚行与中国的合作伙伴关系也在不断演进。目前,这一合作伙伴关系侧重于支持一系列绿色投资以及采用长期规划型的干预措施,覆盖的地理区域通常较大。过去十年,这一合作伙伴关系已发生了转变,优先考虑更绿色、更具环境可持续性的发展。

2011—2020年间,在亚行对华融资项目中,有92%用于支持环境可持续发展。亚行为中国制定的新一轮国别合作伙伴战略(2021—2025年)支持落实中国的“十四五”规划,推动高质量、绿色发展。此战略重点关注以下三大支柱:环境可持续发展、适应和减缓气候变化、老龄化社会和卫生健康保障。

过去十年,双方在加强环境保护和生态保护、促进农村经济转型、发展绿色宜居城市以及通过投资减缓和适应气候变化等方面开展了合作,未来,这四个领域仍将是合作伙伴关系的重点。

在长江经济带和黄河生态走廊,中国—亚行合作伙伴关系重点推进生态系统保护、综合交通走廊建设、制度建设和政策改革,以缓解污染和过度开发造成的自然资源耗竭。亚行与中国在应对气候变化方面的合作也由来已久,例如,亚行为支持京津冀及周边地区空气污染治理提供了多年期的援助。

新书最后指出,农村的绿色和可持续发展是确保中国各地生态安全的最佳途径。新书称,“无论是在做的还是没在做的,中国都将在国家、区域和全球层面对气候变化、生态保护、环境和生物多样性退化、城乡平衡发展以及经济平衡的未来走向产生显著影响”。

MANILA, PHILIPPINES (10 September 2021) — The Asian Development Bank (ADB) today issued its first ever dual-tranche blue bonds denominated in Australian and New Zealand dollars that will finance ocean-related projects in Asia and the Pacific.

The A$208 million (around $151 million) 15-year issue was purchased by The Dai-chi Life Insurance Company and arranged by Citigroup Global Markets Limited. The NZ$217 million (around $151 million) 10-year issue was purchased by Meiji Yasuda Life Insurance Company and arranged by Credit Agricole CIB. The bonds were issued under ADB’s expanded Green and Blue Bond Framework.

“Having our first Australian dollar 15-year and New Zealand dollar 10-year blue bonds under ADB’s Green and Blue Bond Framework is a new milestone for sustainable ocean finance. The tenor reflects the needs and our long-term support for the sector,” said ADB Vice-President for Finance and Risk Management Ingrid van Wees. “With our framework, we set a new standard for blue financing in the market that can be replicated.”

The bonds are part of ADB’s Action Plan for Healthy Oceans and Sustainable Blue Economies launched in 2019, which aims to catalyze sustainable investments in Asia and the Pacific by committing to invest and provide technical assistance of at least $5 billion by 2024.

“The Action Plan for Healthy Oceans and Sustainable Blue Economies is a vital part of ADB’s strategy to expand the necessary support for its developing member countries (DMCs) to invest in healthy oceans, ensure the achievement of SDG 14, and contribute to the security and prosperity of the region,” said ADB Vice-President for Knowledge Management and Sustainable Development Bambang Susantono. Sustainable Development Goal (SDG) 14 addresses "life below water" and is one of 17 SDGs established by the United Nations in 2015.

The funding gap to support healthy oceans is getting wider every year and the scale of the problem requires a leap from small transactions to transformative market deals. Innovative financial products like blue bonds diversify and expand the investor base, thereby increasing the amount of capital that can be invested in ocean health.

ADB’s expanded Green and Blue Bond Framework has received a Second Party Opinion from the leading evaluator of green bond investment frameworks CICERO Shades of Green. This provides investors with confidence that ADB bonds are mitigating climate change and protecting ocean health.

An example of an eligible project that may be financed by the bond is the Greater Malé Waste-to-Energy Project in Maldives, which will stem the flow of plastics and other wastes to the ocean and reduce greenhouse gas emissions. Another is the Anhui Huangshan Xin’an River Ecological Protection and Green Development Project in the People’s Republic of China which will reduce non-point source pollution to the marine environment from “source to sea” by supporting green farming and controlling pesticide and fertilizer use.

ADB’s blue bonds are replicable, scalable, and aim to grow the ocean economy across Asia and the Pacific. The proceeds will finance projects that enhance ocean health through ecosystem restoration, natural resources management, sustainable fisheries and aquaculture, reduction of coastal pollution, circular economy, marine renewable energy, and green ports and shipping. At the same time, these investments will support sustainable economic growth and jobs for the future.

DMCs can adopt ADB’s approach and issue sovereign blue bonds to finance important ocean health projects that will both protect vital ocean resources and provide a much-needed economic boost.
