ADB、インドラマ・ベンチャーズと海洋プラスチックごみの削減とリサイクルの促進に向けた1億ドルのブルーローンを締結

フィリピン・マニラ(2020年11月24日) - アジア開発銀行(ADB)とインドラマ・ベンチャーズ・パブリック・カンパニー・リミテッド(Indorama Ventures Public Company Limited: IVL)は、インド、インドネシア、フィリピン、タイにおけるIVLの廃プラスチック再生処理施設の能力を高めることにより、プラスチックごみによる環境への負荷を軽減し、循環経済を促進することを目的として、1億ドルの融資パッケージに調印した。

これらの施設では、飲料ボトルの原料として広く使用されているポリエチレン・テレフタレート(PET)をリサイクルする。この支援パッケージは、ADBからの5,000万ドルの融資と、国際協力機構(JICA)が出資し、ADBが管理するアジアインフラパートナーシップ信託基金(LEAP)からの5,000万ドルの融資で構成される。さらに、国際金融公社(IFC)およびドイツ投資開発会社(DEG)から、それぞれ1億5,000万ドルと5,000万ドルの融資が提供される。

アショック・ラバサADB民間部門業務・官民パートナーシップ担当副総裁は、「PETのようなプラスチック資源のリサイクルは、より健全な海洋環境の実現に必須であり、この取り組みは、PETの製造およびリサイクルの世界的リーダーであるIVLとのパートナーシップにより、そうした目的の達成を支援するものである。この重要な取り組みにおいて、IFCやDEGとも緊密に協力できることを喜ばしく思う」とした上で、「リサイクルされたプラスチック包装の需要が世界的に高まっている。ADBは、海洋に流出されることになりかねないプラスチックごみの回収と再生処理を進めることによって、IVLがこうした需要に対応することを支援する」と述べた。

インドラマ・ベンチャーズのヤショバルダン・ロヒア持続可能性担当責任者は、「ADBとこのブルーローンに合意できたことを光栄に思う」とした上で、「IVLは、ごみを海洋環境から取り除くために必要なリサイクルのインフラを構築している。使用済みPETボトルを新しいボトルの資源として使用することにより、ごみに新たな価値を与える。またこれにより、ごみ回収システムの改良を進め、ごみの減量化やよりきれいな海洋の実現に貢献する」と述べた。

プラスチックごみの不適正な管理は海洋生態系に深刻な影響を与える。全海洋プラスチックごみの80%以上はアジアからの放出と推定されているが、世界的にはPETのリサイクル率はまだ半分程度である。循環経済においては、プラスチックごみを埋め立て地や海洋から除去するために、製品や原材料が再設計され、回収され、再利用される。本プロジェクトの下で建設される施設は、2022年までに完全に稼働する見込みであり、新たに年間50億本近くの使用済みPETボトルの再利用を可能とする。

ADBの融資は、ADB初の第三者認証機関から認証を受けたノンソブリン・ブルーローンであり、ブルー自然資本金融ファシリティ(Blue Natural Capital Financing Facility)のブルーボンド・ガイドラインにしたがって、DNV GLから認証を受けている。この融資は、ADBの海洋保全と持続可能なブルーエコノミーのための行動計画に沿ったものであり、ADBは同計画に基づき、2019年から2024年の間に、投融資と技術支援を50億ドルまで拡大する。

IVLは、タイで上場しているグローバル企業であり、使用済みPETやポリエステル廃棄物を原材料として使用する技術とそのプロセス開発に取り組んでいる。また、100%リサイクル可能なPETの世界最大の製造企業として、IVLは、自然環境に廃棄されるごみの量を減らすために、循環経済のあらゆる側面を支援している。IVLは、ダウジョーンズ・サステナビリティ・インデックスに選定されており、5大陸の33カ国で125カ所の製造施設を運用している。

LEAPは、民間セクター投資を支援するためにADBと国際協力機構(JICA)によって設置された協調融資ツールであり、支援対象分野は、エネルギーと発電、水、都市インフラ、運輸・交通、情報通信技術、保健・医療など多岐にわたる。

กรุงมะนิลา ฟิลิปปินส์ (24 พฤศจิกายน 2563) - ธนาคารพัฒนาเอเชีย หรือ เอดีบี และ บริษัท อินโดรามา เวนเจอร์ส จำกัด มหาชน (Indorama Ventures Public Company Limited) ลงนามในสัญญาเงินกู้มูลค่า 100 ล้านเหรียญสหรัฐเพื่อลดผลกระทบจากพลาสติกต่อสิ่งแวดล้อมและส่งเสริมเศรษฐกิจหมุนเวียนโดยการเพิ่มขีดความสามารถโรงงานรีไซเคิลพลาสติกที่ดำเนินงานภายใต้ บริษัท อินโดรามา เวนเจอร์สฯ ในอินเดีย อินโดนีเซีย ฟิลิปปินส์ และ ไทย

โรงงานจะรีไซเคิลพลาสติกโพลีเอทิลีนเทเรฟทาเลต (polyethylene terephthalate) หรือพลาสติกที่ใช้กันอย่างแพร่หลายในการผลิตขวดเครื่องดื่ม โดยเงินกู้ดังกล่าวประกอบไปด้วยเงินทุนจำนวน 50 ล้านเหรียญสหรัฐจากเอดีบี และเงินทุนอีก 50 ล้านเหรียญสหรัฐจากกองทุนรวมโครงสร้างพื้นฐานนำโดยภาคเอกชนชั้นนำของเอเชีย (Leading Asia’s Private Infrastructure Fund : LEAP) ซึ่งบริหารโดยเอดีบี นอกจากนั้น ยังมีเงินกู้อีก 150 ล้านเหรียญสหรัฐ จาก International Finance Corporation (IFC) และ 50 ล้านเหรียญสหรัฐจาก  Deutsche Investitions -Und Entwicklungsgesellschaft mbH (DEG) ซึ่งให้บริการทางการเงินแก่การลงทุนภาคเอกชนในประเทศกำลังพัฒนาภายใต้ KfW Group

“การรีไซเคิลพลาสติกโพลีเอทิลีนเทเรฟทาเลตเป็นสิ่งที่ต้องทำเพื่อให้คุณภาพมหาสมุทรดีขึ้น และการริเริ่มนี้จะช่วยให้บรรลุวัตถุประสงค์ดังกล่าวผ่านความร่วมมือกับ บริษัท อินโดรามา เวนเจอร์สฯ ซึ่งเป็นผู้นำระดับโลกในการผลิตและรีไซเคิลพลาสติกโพลีเอทิลีนเทเรฟทาเลต นอกจากนี้ เรายังรู้สึกตื่นเต้นที่ได้ทำงานอย่างใกล้ชิดกับ IFC และ DEG ในการเริ่มต้นครั้งสำคัญนี้” นาย Ashok Lavasa รองประธานเอดีบีด้านการปฏิบัติการภาคเอกชนและความร่วมมือระหว่างภาครัฐและเอกชน กล่าว “ในขณะที่ความต้องการบรรจุภัณฑ์พลาสติกรีไซเคิลทั่วโลกเพิ่มสูงขึ้น การสนับสนุนของเอดีบีจะช่วยให้ บริษัท อินโดรามา เวนเจอร์สฯ สามารถตอบสนองความต้องการนี้ โดยการรวบรวมและบำบัดขยะพลาสติกที่อาจถูกปล่อยลงสู่มหาสมุทรได้”

“เรารู้สึกเป็นเกียรติอย่างยิ่งที่ได้ตกลงทำสัญญาเงินกู้สีฟ้า (blue loan) กับเอดีบี” นาย Yashovardhan Lohia หัวหน้าด้านการบริหารความยั่งยืน บริษัท อินโดรามา เวนเจอร์สฯ กล่าว “บริษัท อินโดรามา เวนเจอร์สฯ กำลังสร้างโครงสร้างพื้นฐานรีไซเคิลที่สำคัญในการเปลี่ยนขยะทางทะเลให้มีมูลค่าสูงขึ้น โดยการนำขวดพลาสติกโพลีเอทิลีนเทเรฟทาเลตที่ใช้แล้วกลับมาใช้ใหม่ และเน้นการให้คุณค่าในขยะและของเสีย สิ่งนี้จะสามารถผลักดันให้มีการปรับปรุงระบบรวบรวมของเสียเพื่อลดปริมาณขยะและส่งผลให้มหาสมุทรสะอาดขึ้นอีกด้วย”

การจัดการขยะพลาสติกที่ไม่เหมาะสมส่งผลให้ระบบนิเวศทางทะเลเสียหาย โดยคาดว่าสัดส่วนมากกว่าร้อยละ 80 ของพลาสติกทั้งหมดที่ปล่อยลงสู่มหาสมุทรมาจากเอเชีย อย่างไรก็ดี ประมาณครึ่งหนึ่งของพลาสติกโพลีเอทิลีนเทเรฟทาเลตทั่วโลกถูกรีไซเคิลและหมุนเวียนกลับมาใช้ใหม่ ขยะจากขวดพลาสติกจะได้รับการออกแบบใหม่และรีไซเคิล ซึ่งสามารถลดจำนวนขยะที่เคยฝังกลบและลดการปล่อยของเสียลงมหาสมุทรอีกด้วย โรงงานรีไซเคิลขยะพลาสติกที่สร้างขึ้นภายใต้โครงการนี้คาดว่าจะสามารถใช้งานได้เต็มรูปแบบภายในปี 2565 และจะเปลี่ยนขยะจากขวดพลาสติกอีก 5 พันล้านขวดต่อปี ให้สามารถนำกลับมาใช้ใหม่

เงินกู้ของเอดีบีดังกล่าวเป็นเงินกู้สีฟ้าสำหรับภาคเอกชนครั้งแรกของเอดีบีที่ได้รับการรับรองโดยอิสระตามแนวทางของ Blue Natural Capital Financing Facility’s Blue Bond Guidelines พร้อมรายงานที่ได้มาตรฐานจาก DNV GL เพื่อให้สอดคล้องกับแผนปฏิบัติการของเอดีบีที่จะสนับสนุนการเพิ่มคุณภาพมหาสมุทรและเศรษฐกิจสีฟ้าอย่างยั่งยืน (Action Plan for Healthy Oceans and Sustainable Blue Economies) ซึ่งเรียกร้องให้เอดีบีขยายการลงทุนและความช่วยเหลือทางเทคนิคเพิ่มอีก 5 พันล้านเหรียญสหรัฐในช่วงปี 2562-2567

MANILA, PHILIPPINES (28 August 2020) — The Asian Development Bank (ADB) cohosted a webinar today to discuss policy recommendations proposed for the Yangtze River Protection Law (YRPL) that will support ecological protection and river basin management in the Yangtze River Economic Belt (YREB) of the People’s Republic of China (PRC). 

Opening the webinar, Director General for ADB’s East Asia Department James P. Lynch said ADB support to the YRPL represented an important pillar in implementing the PRC’s vision of an ecological civilization.

“There is a growing need to take a holistic approach to river basin management,” he said. “The proposed legislative framework for the YRPL is the first to tackle complex environmental challenges with a focus on a specific river basin. The lessons and experiences will serve as a useful model for other river basins in the PRC and the Asia region.

As the country’s largest river basin, the YREB occupies a central position in promoting the PRC’s socio-economic development, as well as the ecological health and security of the basin itself. ADB is supporting a $2 billion flagship program in the YREB that applies a strategic framework approach. ADB is also providing technical assistance (TA) to offer recommendations on the proposed YRPL in response to the National People’s Congress’s calls for submissions from key agencies and consultative bodies.

Mr. Lynch informed the webinar that sustainable management of the basin requires an integrated approach leveraging complementary policy instruments such as natural capital accounting and eco-compensation, together with clear provisions for environmental standards, monitoring capacity, and information disclosure.

Participants also heard that even with significant improvements witnessed in the water quality of rivers, lakes and the ecological environment, the legislative reforms through the YRPL will provide a major shift in approach by providing a mandate on integrated spatial planning as the basis for river basin management activities. It was also noted that the role of public participation will also be critical in achieving green development in the basin.

Recommendations from the TA have been submitted to the National People’s Congress as part of the formal process for the legislation’s preparation. The main recommendations include:

  • Strengthen the role of river basin protection institutions, such as the Yangtze River Basin Ecological and Environmental Supervision and Administration Agency, to serve as a central Office of the Yangtze River Basin Coordination Body. The body would assume more responsibility for the protection of the ecology and environment with a unified supervision role for pollution prevention and ecological protection of the basin. This will enable improved coordination, covering environmental assessment, monitoring, data access, and evaluation functions
  • Prepare an implementation plan for the protection of the Yangtze River with a regular update every 5 years. This includes enhancing ecological compensation mechanisms or other green incentive funds to support cross-provincial ecological protection activities
  • Strengthen land-use and spatial management, including the concept of “red lines” supported by legal provisions aligned with the State Council ecological and environmental authorities’ red line, to implement unified supervision, ecological monitoring, evaluation, and law enforcement
  • Further refine the provisions for public participation to recognize citizens and the wider community with the right to have a role in the decision-making process.

Taking part in the event, cohosted by the Ministry of Ecology and Environment, were leading environmental and legal experts from the National People’s Congress, the Chinese Academy of Environmental Planning, Chinese Academy of Fiscal Sciences, Renmin University, University of Oxford, University of Nottingham, ClientEarth, and The Nature Conservancy.

菲律宾马尼拉(2020年8月28日讯)— 亚洲开发银行(亚行)今日与中华人民共和国(中国)生态环境部联合主办了一场网络研讨会,讨论亚行为正在制定的《长江保护法》提出的政策建议,旨在支持长江经济带的生态保护和流域管理。 

在网络研讨会开幕致辞中,亚行东亚局局长詹姆斯·林奇(James P. Lynch)表示,亚行支持《长江保护法》,并将该法视作中国践行生态文明愿景的重要支柱。

“流域管理越来越需要采取整体性方法,”林奇先生表示,“《长江保护法》的拟议立法框架是第一个通过重点关注特定流域来应对复杂环境挑战的立法框架,其经验可为中国乃至亚洲的流域管理提供有益借鉴。”

作为中国最大的流域,长江经济带占据着核心地位,对于促进中国社会经济发展、改善生态健康和流域安全至关重要。目前,亚行正在支持一项金额达20亿美元的长江经济带旗舰项目,该项目采取战略框架的模式。同时,亚行还提供技术援助对拟议的《长江保护法》提出建议,并在全国人民代表大会面向重点组织和咨询机构征求意见时予以提交。

林奇先生在会上指出,可持续的流域管理需要采取综合措施,调动自然资本核算和生态补偿等补充性政策工具,并对环境标准、监管能力和信息披露等作出明确规定。

与会者还了解到,尽管河流、湖泊和生态环境中的水质已得到显著改善,但作为立法改革,《长江保护法》授权将综合空间规划作为流域管理活动的基础,转变了以往的方式方法。研讨会还指出,公众参与对实现流域绿色发展也至关重要。

作为《长江保护法》立法准备正式程序的一部分,亚行已向全国人民代表大会提交技术援助建议。主要建议内容包括:

  • 强化流域保护机构的作用,如长江流域生态环境监督管理局应作为长江流域协调机构中央办公室,对流域内的污染防治和生态保护实施统一监督,承担起更多的生态环境保护责任。这将完善环境评价、监测、数据获取、评估等方面的协调工作;
  • 制定长江流域保护实施计划,并每五年定期更新一次,包括强化生态补偿机制或其他绿色激励基金,支持跨省生态保护活动;

菲律宾马尼拉(2020年7月7日讯)— 亚洲开发银行(亚行)今日与中华人民共和国(中国)水利部黄河水利委员会联合举办了一场网络研讨会,并在会上讨论了黄河生态廊道计划。

在网络研讨会开幕致辞中,亚行东亚局局长詹姆斯·林奇(James Lynch)强调了采取综合方式管理黄河流域的重要性,通过水交易机制和生态补偿方案确保黄河流域环境的可持续性。  

 “水支撑着经济和社会的发展,也是黄河流域的基础,对维持人民生计至关重要,特别是在中国农村地区,”詹姆斯·林奇表示,“黄河不仅是中华文明的摇篮,也是中国的粮仓。长江经济带成功实现水安全和绿色发展,这为我们提供了良好的契机,促进我们将部分专业知识运用到黄河流域。”

网络研讨会强调了黄河流域生态安全面临的三大挑战:

  • 第一是缺水。黄河流域的水资源仅占全国水资源总量的2%,但却供养着全国12%的人口(约1.5亿居民)。农业消耗了80%的可用水资源,水资源本已稀缺,而气候变化让水资源的不同用途间达成平衡变得更加困难。
  • 第二是含沙量高。含沙量高使黄河流域成为世界上最复杂的水文系统,而土壤侵蚀和面对特大洪水时的脆弱性加剧了这一情况。
  • 第三则是由于不可持续的农业耕作和未经处理的城乡废水,这里的森林、草地、湿地、沃土、生物多样性都面临着巨大压力。

“要利用整体方法和全新思维模式去识别机会、采取创新解决方案,找出问题症结只是第一步,”林奇先生表示。要实现黄河流域的弹性生态保护,我们面临着技术、社会、环境、金融和制度等多方面的挑战,而为黄河流域制定总体规划为定义这些挑战迈出了关键的第一步。

此次活动由亚行和中国水利部黄河水利委员会联合举办,参会者包括来自国家发展和改革委员会、水利部和生态环境部环境规划院以及黄河流域九省政府的官员。来自代尔夫特理工大学、格拉斯哥大学和联合国粮食及农业组织(FAO)的主要国际专家也作为专家组成员参加了此次研讨会。

Experts Discuss Balancing the Needs of People and Nature in PRC’s Yellow River Basin

MANILA, PHILIPPINES (7 July 2020) — The Asian Development Bank (ADB) and the Yellow River Conservancy Commission co-hosted a webinar today to kick-off its Yellow River ecological corridor program.

Opening the webinar, ADB Director General for East Asia James Lynch, highlighted the importance of promoting an integrated approach to managing the Yellow River basin that is environmentally sustainable through water trading mechanisms and eco-compensation schemes.

 “Water, underpinning economic and social development and the Yellow River basin, is crucial to sustain people’s livelihoods, especially in the PRC’s rural areas,” he said. The Yellow River is not only the cradle of Chinese civilization, but also the country’s food basket. Building on successful efforts in the Yangtze River Economic Belt to achieve water security and green development, this is a good opportunity to transfer some of this know-how to the Yellow River.”

The webinar highlighted three main challenges to ecological security in the Yellow River basin:

  • The first is water scarcity. The basin feeds 12% of PRC’s population (about 150 million inhabitants) with only 2% of country’s water resources. Climate change adds another dimension to the difficulty of balancing already scarce water resources among competing uses, with agriculture withdrawing about 80% of the water available.
  • The second challenge is the high sedimentation load, making it the most hydrologically complex system in the world, exacerbated by soil erosion and its vulnerability to mega floods.
  • Third, forests, grasslands, wetlands, fertile soils, and biodiversity are under enormous pressure from water pollution caused by unsustainable agriculture practices and untreated wastewater from rural and urban areas.

“Framing the problems is only a preliminary step to identify opportunities and demonstrate innovative solutions with a holistic approach and a fresh mindset,” said Mr. Lynch. The preparation of a master plan for the Yellow River basin is an essential first step in defining the technical, social, environmental, financial and institutional challenges of achieving resilient ecological protection in the Yellow River.

Taking part in the event, jointly organized with the Yellow River Conservancy Commission, were officials from the PRC’s government, including the National Development and Reform Commission, the Ministry of Water Resources, the Chinese Academy for Environmental Planning under the Ministry of Ecology and Environment, and nine provincial governments along the Yellow River basin. Leading international experts from Delft University, University of Glasgow and Food and Agriculture Organization (FAO) of the United Nations also participated as panelists.

ADB Calls for Continued Advance of the PRC's Roadmap for Ecological Protection, Nature-Positive Recovery

MANILA, PHILIPPINES (30 June 2020) — The Asian Development Bank (ADB) cohosted a webinar today to discuss how to advance policy recommendations for ecological protection being put forward for consideration by the People’s Republic of China’s (PRC) State Council under the forthcoming 14th Five-Year Plan (FYP). 

Opening the webinar, ADB Vice-President Ahmed M. Saeed said the FYP will be critical in implementing the PRC’s vision of an ecological civilization. He highlighted the importance of advancing preparation of the ecological roadmap, despite the challenges and delays due to the coronavirus outbreak.

“Today’s discussion highlighted the need for transformational policies,” he said. “The complex environmental challenges that lie ahead cannot be solved without an interdisciplinary  mindset – one that leverages insights from climate adaptation and mitigation, natural capital accounting, eco-compensation and payments for ecosystem services, green finance and incentive-based models, ocean health protection, waste reduction, and the circular economy.”

Participants heard that the challenges ahead are substantial, even with significant improvements recently in the water quality of rivers, lakes and the ecological environment. The country’s forests, grasslands, wetlands, fertile soils, and biodiversity and the valuable services that they provide are under enormous pressure. Their sustainability under risk also represents a huge threat to economic activities and human well-being.

Recommendations from the webinar have been submitted by the China Council for International Cooperation on Environment and Development (CCICED) special policy study (SPS) on ecological and green development for the Yangtze River economic belt initative and Yellow River in the PRC. They cover the climate and mitigation measures to be adopted across natural resource management, call for incentive-based mechanisms to enhance resilience of marine ecosystems, and for more use of natural capital accounting, eco-compensation policy mechanisms and green finance innovation in the two river basins. They also call for the UN Convention on Biological Diversity 15th Conference of the Parties (COP 15), planned for Kunming, PRC, in 2021, to be used as a forum to promote multilateral cooperation and leverage policy dialogue on natural resource management.

Mr. Saeed said the Natural Capital Lab is an important initiative that will help support implementation of integrated innovative approaches, the building of partnerships and testing of  innovative financing mechanisms that blend private and public finance to leverage and increase the impact of natural capital investments. The lab is an umbrella initiative to develop innovative approaches and partnerships with the aim of mobilizing public and private investments in nature conservation and green development. As a living and virtual knowledge sharing platform, the lab will nurture the development of knowledge and pilot the design of innovative green funds for watershed protection, sustainable resilient agriculture, and green business development. ADB plans to launch the lab at the Kunming COP next year.

Taking part in the event, jointly organized with the Chinese Academy of Environmental Planning of the Ministry of Ecology and Environment, were leading environmental experts, including the SPS international team members, academics from the University of Oxford, China Green Finance Committee, CCICED chief advisor, Stanford University, the Organization for Economic Cooperation and Development, and The Nature Conservation.

亚行副行长艾哈迈德·赛义德(Ahmed M. Saeed)在网络研讨会开幕式上表示,“十四五”规划对于落实中国生态文明建设非常关键。赛义德先生强调,尽管新冠肺炎疫情暴发带来了各种挑战和拖延,但推进生态保护路线图的准备工作十分重要。

“今天的讨论强调了转型政策的重要性,”赛义德先生表示,“摆在我们面前的复杂环境挑战没有跨学科的思维方式是无法解决的,我们需要吸收和发挥在适应与减缓气候变化、自然资本核算、生态系统服务的生态补偿与支付、绿色金融和激励机制、海洋健康保护、减少废物以及循环经济等领域的知识和高见。”

与会者们了解到,尽管河流、湖泊的水质和生态环境最近得到了显著改善,但未来仍面临巨大挑战。中国的森林、草地、湿地、沃土、生物多样性及其提供的有价值的服务都面临着巨大的压力。它们的可持续性存在风险,这会严重威胁到经济活动和人类福祉。

赛义德先生表示,建立“自然资本实验室”是一个重要倡议,可以帮助支持实施综合创新方法、建立合作伙伴关系以及为利用和提高自然资本投资的影响力而进行私营与公共资本相结合的创新融资机制试验。该实验室倡议是框架性的,旨在开发创新方法与合作伙伴关系,动员公共和私营部门对自然保护和绿色发展进行投资。作为一个活跃、虚拟的知识共享平台,实验室将推动知识开发,对创新绿色基金的设计进行试点,以促进流域保护、可持续弹性农业和绿色商业发展。亚行计划明年在昆明缔约方大会上启动该实验室。
