Senior Planning and Policy Specialist

Job Purpose

Lead in coordinating specific ADB activities in planning, resource allocation, monitoring and reporting. The focus may include grants, loans, and/or technical assistance. Participate in the preparation of operational resource parameters, the President's Planning Directions (PD), Operational Review Meetings (ORMs), and the Work Program and Budget Framework (WPBF), as well as the Asian Development Fund (ADF) resource mobilization papers. Work within general policies, principles and goals, working directly with clients.

Expected Outcomes

a. Operations Planning and Coordination
  • Lead the analyses and reporting of specific operations including utilization, funding, resource mobilization, and future planning
  • Lead the allocation of resources for specific operations
  • Monitor and report progress of specific operations
  • Identify issues for attention of Director, Operations Planning and Coordination Division (SPOP) and provide recommendations to efficiency and effectiveness
  • Contribute and provide inputs to the preparation of Operational Resource Parameters (ORP), PD, ORM and WPBF
  • Provide advice on quality and policy compliance of specific operations to Director, SPOP
  • Monitor the implementation of specific operations policies
  • Review operations documents, such as Country Partnership Strategies (CPS), Country Operations Business Plan (COBP), concept papers, and Report and Recommendation of the President (RRP)
  • Lead creditworthiness assessments

b. Policy and Strategy

  • Lead the review and development of policies related to specific operations and ADF resource mobilizations
  • Coordinate with senior staff of operations departments, Office of Cofinancing Operations (OCO), and other offices and departments, as well as other development partner agencies, in mobilizing co-financing resources, and reporting and monitoring their utilization
  • Coordinate with counterparts in other international financial institutions for information on and lessons from their policies and procedures

c. Support to Strategy, Policy and Review Department (SPD) Management

  • At the request of SPD management, oversee and lead preparation of presentation and other materials for meetings and presentations in areas mainly related to operations planning and ADF resource mobilization
  • Lead and undertake initiatives assigned to SPD and SPOP, and relevant action plans, as needed
  • Participate in various committees, working groups, and task forces assigned to SPD

c. Knowledge Sharing

  • Coordinate with operations and knowledge departments and offices on and contribute to the development and enhancement of technical assistance programs in support of knowledge products
  • Provide timely advice to operations departments on resource allocation, utilization and planning
  • Ensure timely responses to requests of the Board of Directors, the Management, operations departments, and other internal clients

d. Staff Supervision

  • Take the role of team leader and supervise the work of team members
  • Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on performance
  • Ensure the ongoing learning and development of reporting staff

e. Others

  • Undertake other related duties and responsibilities that may be assigned from time to time

Education Requirements

  • Master's Degree, or equivalent, in Economics, Accounting, Business, Public Administration or related fields; or University degree in Economics, Accounting, Business, Public Administration or related fields combined with specialized experience in similar organization/s, may be considered in lieu of a Master's degree.

Relevant Experience

Work experience

  • At least 10 years of relevant professional experience and with excellent knowledge of development conditions and challenges across the Asia-Pacific Region, and of the broader international development agenda
  • International experience working in several countries
  • Suitability to undertake the responsibilities mentioned above at the required level.
  • Has prepared a policy-based loan or investment loan, or experienced in country macroeconomic analysis

Technical knowledge

  • Proven application of expertise within a specific area, or breadth across multiple areas with in-depth knowledge within one area
  • Able to utilize and share relevant knowledge to benefit the broader ADB community

People and leadership skills

  • When required, able to act as a mission leader / team lead, exercising supervision coordination, and planning responsibilities over the assigned team, with oversight from the Director or a more senior team leader
  • Act as a mentor to more junior team members, providing guidance on projects and processing of loans/technical assistance
  • Act as a coach to develop the capabilities/potential of more junior colleagues
  • Excellent oral and written communication skills in English
