Overview

The position is assigned in the the Office of Anticorruption and Integrity (OAI) within the Respectful Workplace Unit (RWU). RWU supports the right of ADB staff to work in an environment free from inappropriate behavior, misconduct, harassment and bullying

Job Purpose

The Senior Respect at Work Officer is responsible for reviewing and investigating complaints and allegations of staff misconduct, including workplace bullying, harassment and retaliation, and coordinating the investigative support activities of RWU to ensure effective fulfillment of RWU's mandate. The position will perform para-professional work and work independently from the professional staff. The incumbent will report to Unit Head, RWU , OAI and will supervise Administrative Staff.

Responsibilities

  • Assist with the intake, assessment and investigations of complaints and allegations on staff misconduct.

  • Conduct legal research and analysis to provide legal support for relevant conclusions and recommendations utilized by RWU in its reports and arguments.

  • Assist in the conduct of witness and subject interviews, and the review and analysis of reliable and relevant information, the issuance of credible investigative findings, and the preparation and editing of investigative reports and supporting documentation to the highest standard of quality.

  • Prepares comprehensive investigation and other reports, correspondence and other written documents clearly and concisely presenting facts, findings, conclusions recommendations related to staff misconduct, workplace bullying, harassment, retaliation.

  • Conduct field investigations and mission travel, as required.

  • Formulate recommendations and propose administrative and internal control improvements to address root causes and prevent recurrence of identified misconduct, as appropriate.

  • Discuss facts, findings, conclusions and recommendations with RWU/OAI and ADB departmental staff and other stakeholders, while strictly complying with confidentiality requirements.

  • Prepare for, and present misconduct cases to relevant authorities within ADB.

  • Identify materials from investigations that may be appropriate for RWU's awareness-raising efforts.

  • Participate in and contribute substantially to relevant learning events and other activities for advocacy, dissemination and knowledge building, as appropriate.

  • Develop capacity building activities for ADB staff in matters relating to RWU's mandate.

  • Identify good practices and suggest practical tools that ADB can use in order to promote a respectful workplace.

  • Provide inputs into, and assist in the preparation of any policies, procedures, processes, including workplace bullying, harassment and retaliation.

  • Under the supervision of the Unit Head, RWU, provide advice to other departments/offices in ADB, with respect to matters within RWU's mandate.

  • Contribute to the development of capacity building programs for ADB staff in matters relating to staff conduct, including workplace bullying, harassment and retaliation.

  • Act as resource person for conducting and preparing training materials on staff conduct, including workplace bullying, harassment and retaliation.

  • Collaborate with the relevant departments, offices and divisions to support the development and implementation of tools for promoting and enhancing a respectful work environment within ADB.

  • Contribute to the development of knowledge products relevant to carry out RWU's mandate.

  • Assist in the development of appropriate training, including providing content for training materials, to increase awareness and upgrade ADB staff understanding of ADB's Code of Conduct requirements.

  • Conduct pro-active monitoring of staff cases and matters under RWU's scope of work, analysis and advisory action, as required.

  • Closely coordinate, and assist in supervising as appropriate, the tasks and work products from RWU consultants, interns and other RWU resources.

  • Review and, as necessary, help draft appropriate articles, briefs, media releases, disclosures or other informational or training material, as required.

  • Assist in any other matter as required by the Unit Head, RWU, Director and/or Head, OAI.


Qualifications

Relevant Experience & Requirements

  • Bachelor's degree in Law, Ethics or relevant fields preferably with Master's Degree or equivalent. Related professional qualification/s will be an advantage.

  • Minimum of 5 years of relevant professional experience acquired in a compliance-related field.

  • Suitability to undertake the responsibilities mentioned above at the required level.
  • Excellent oral and written communication skills in English.

The selected candidate is appointed for an initial term of 3 years.
