Assistant Controller

Overview

Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines and is composed of 67 members, 48 of which are from the Asia and Pacific region. ADB's mission is to reduce poverty and promote sustainable economic growth in the region. ADB's main instruments for helping its developing member countries are policy dialogue, loans, equity investments, guarantees, grants, and technical assistance.

ADB only hires nationals of its 67 members.

The position is assigned in the Loan Administration Division within the Controller's Department. Controller's Department help maintain adequate and sound internal control of processes in ADB and committed to provide quality services to clients while maintaining sound fiduciary controls. CTLA is responsible for sovereign loan, grant and technical assistance fiduciary control and disbursement arrangements, and related matters from project preparation to implementation.

IMPORTANT NOTE:

This is a senior staff fixed-term appointment for a period of 3 years. This vacancy is open to internal and external applicants.

If the selected candidate is an external hire, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years, or be reassigned to any suitable position in ADB.

The same terms and conditions also apply to a selected internal candidate. In addition, if the staff selected has a regular appointment, staff will retain the regular appointment and his/her selection will be considered an assignment for an initial fixed period of 3 years. If the staff selected has a fixed term appointment, his/her appointment will cease, and he/she will be given a new fixed term appointment for an initial term of 3 years.

Fixed-term appointments or assignments are subject to Section 3 of Administrative Order (AO) 2.01 (Recruitment and Appointment) and Section 8 of AO 2.03 (Selection, Talent and Position Management) and its Appendices.

Whether the selected candidate is internal or external, and regardless of the type of appointment, any extension of staff beyond age 60 shall be subject to such terms and conditions determined by ADB, including, where relevant, those provided in Section 10 of AO 2.05 (Termination Policy) and its Appendices.

Close relatives1 of ADB staff, except spouses of international staff, are not eligible for recruitment and appointment to staff positions.

Applicants are expected to disclose if they have any relative/s by consanguinity/blood, by adoption and/or by affinity/marriage presently employed in ADB.

Job Purpose

The Assistant Controller will lead the planning, implementation and supervision of the division's vision, goals, strategies and work plan in support of overall ADB goals. Oversee the quality of work and ensure the achievement of objectives of the division with regard the processing of disbursement claims and the management of loan information. Support external and internal relations, coordination and consultation initiatives for the department. Provide guidance on day-to-day operational issues and compliance with ADB policies. The incumbent will report to the Controller and will supervise International, National and Administrative staff.

Responsibilities

  • Leadership and Strategic Management

Provide leadership in planning, implementation and supervision of work plans as well as monitor the quality of output and the achievement of long term goals and annual objectives for the division.

Provide leadership in professional and operational matters, taking the lead in contributing new or innovative approaches to policy and operational issues.

  • Disbursements

Ensure the timely, accurate and efficient processing of disbursement claims for loans, grants and technical assistances.

Lead the review and subsequent implementation of improvements to disbursement systems, policies and procedures to promote accuracy of information and efficiency in processing while maintaining appropriate internal controls.

Promote coordination and liaise with other multilateral development banks (MDBs) in harmonizing disbursement operations.

  • Operations Management

Oversee effective day-to-day operations and provide guidance on operational issues and ADB policies.

Inform and provide recommendations to the Controller of significant developments, emerging opportunities and challenges in the area of responsibility.

Facilitate effective coordination and cooperation with other ADB departments and internal stakeholders.

Undertake the performance management of the division, including motivation of division staff.

Manage budget and resource allocation for the division, ensuring efficient allocation and utilization of resources, including staffing and training requirements.

  • Internal Relations

Provide support for relationship management and coordination with the Board, Senior Management and other departments.

  • Staff Supervision

Create and lead multidisciplinary teams and ensure the overall quality of its work.

Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.

Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.

Qualifications

Relevant Experience & Requirements

A university degree in accounting, finance, business administration or economics, preferably at post-graduate level.

An internationally recognized professional certification, such as CPA, CA, or its equivalent.

At least 15 years of broad-based professional experience in accounting, financial control, project administration, or financial management.

International experience working in several countries, preferably with experiences in international or multi-national financial institution.

Strong knowledge on US accounting standards or international financial reporting standards; and internal controls.

Suitability to undertake the responsibilities mentioned above at the required level.

Analytical and systematic with strong numerical skills and attention to detail and ability to plan and coordinate schedules to meet deadlines.

Excellent written and verbal communication skills in English is required.

The selected candidate is appointed for an initial term of three years.
