In the event that the staff appointed to a new category (i.e. from AS to NS, or from NS to IS) is rated at 2 or lower in the first two performance reviews after appointment at the new level, they will return to the level occupied immediately prior to their appointment in the new category.

The position is assigned in the Office of Public-Private Partnership (OPPP). OPPP coordinates and supports ADB-wide Public-Private Partnership (PPP) operations and provides transaction advisory services (TAS) to DMC clients in Asia and the Pacific. Aside from TAS, it also has a project preparation facility that helps governments, and their private sector partners, establish a pipeline of bankable PPP projects.

Job Purpose

The Public-Private Partnership Specialist/ Senior Public-Private Partnership Specialist will contribute in the (i) delivery of ADB's operations related to PPP including operations of Asia Pacific Project Preparation Facility (AP3F) and undertaking research activities in relation to PPP; (ii) formulation and implementation of policies, strategies, transactions and programs of OPPP to expedite ADB's operations related to PPP; and (iii) developing and maintaining external and internal relations, stakeholders' coordination, and knowledge management activities to accommodate PPP-related issues and challenges with innovative solutions. The position will also establish and maintain effective networks with international and local key players in the PPP market and support origination, processing and implementation of TAS mandates to prepare, structure, negotiate and contract infrastructure projects through PPP in collaboration with relevant departments including regional departments.

The incumbent will report to Director, OPA2 and may supervise national and/or administrative staff.

Duties and Responsibilities

a. TAS/ PPP Operations

  • Leads and supports implementation of OPPP's vision, goals, work plan and development strategies with high-quality output in line with Public-Private Partnership Operational Plan 2012-2020 and Strategy 2020.
  • Implements support by AP3F, including supervising staff and consultants to operate AP3F, and coordinating with clients, regional departments, PPP thematic group, and the donor countries.

  • Identifies, structures, delivers and administers TAS mandates individual PPP transactions and programs with effective and efficient marketing, negotiation and due diligence of PPP-related issues.

  • Leads internal process for approval and implementation of TAS mandates which includes preparation of PPP-related materials and related TAS project documents.

  • Leads in promoting co-advisory operations with commercial institutions.

  • Undertakes PPP market research activities, identifies constraints and provides innovative solutions for fostering PPP policies/operations and regulatory frameworks in ADB's DMCs.

  • Undertakes OPPP's knowledge management activities and assists in the establishment and maintenance of PPP database for knowledge sharing with internal/external clients.

  • Leads the selection and management of individual consultants supporting OPPP or PPP projects, including designing of their terms of reference.

b. External Relations and Coordination

  • Establishes and maintains effective relationship with governments, development partners, civil society, and private sector entities within area of responsibility.

c. Internal Relations and Coordination

  • Coordinates with internal stakeholders and supports regional departments and Private Sector Operations Department to achieve their PPP targets.

  • Contributes to effective coordination and cooperation within OPPP which includes informing team members, Director, and the Head, OPPP of day-to-day development, emerging opportunities and challenges, and provides recommendations accordingly in a timely manner.

d. Staff Supervision

  • Demonstrates leadership and motivates reporting staff to perform at their full capacity by providing clear guidance, monitoring performance and providing feedback regularly and supports their learning and development.


Relevant Experience & Requirements

Master's degree or equivalent in relevant fields. University degree combined with specialized experience in similar organization/s may be considered in lieu of a Master's degree.

  • At least 8 years of relevant professional experience in developing and implementing infrastructure projects including PPP transactions.

  • Excellent written and verbal communication skills in English.

  • Hands-on experience of structuring project finance transactions and/or providing advisory services in various sectors and countries including negotiation and coordination among stakeholders.

  • In-depth knowledge of PPP and financial market products and robust due diligence experience and capability for PPP projects.

  • Established network with financial communities including export credit agencies and investment/commercial banks.

  • International experience working in several countries.

  • General Considerations

    The selected candidate is appointed for an initial term of 3 years.
