Intern - Human and Social Development Division, SARD - 2211

Job Vacancy | Friday, July 16, 2021

"The internship topic is to further develop a concept for global high-tech knowledge intensive agricultural university network."

Under current population growth and demographic trends, another quantum leap in food production and disruptive change in agricultural and food systems are needed. Traditional, input-based, resource (land, water, labor, fertilizer, etc) intensive agriculture needs to be changed to a more sustainable form. There is a need of greater investment in education and skills development to produce a new breed of “agropreneurs”.

The world’s leading agricultural universities are producing “agropreneurs” equipped with latest knowledge, skills and technologies. However, developing countries struggle to adopt emerging technologies in agricultural education, research and practice. Asian Development Bank (ADB) aims to close the gap by establishing a global high-tech knowledge intensive agricultural university network.

This internship assignment is at Human and Social Development Division, South Asia Department, ADB (SAHS). SAHS is in charge of processing and administering projects related to education, health and social protection in Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka. SAHS is also active in producing upstream policy relevant knowledge products and events.

ADB developed preliminary concept for global high-tech knowledge intensive agricultural university network and this was presented at international conference. The global high-tech knowledge intensive agricultural university network is to consist of global and regional hubs. The global hub has a secretariat supporting high-level global advisory group and technical committees. The global hub will support regional hubs by updating the latest technologies which enables quantum leap in agricultural production and improves agricultural value chain. The global hub will connect regional hubs with world class universities and international organizations as well as private sector.

The regional hubs will accelerate technology adoption in their local context. The regional hubs will be located in a university within each sub-region. This includes Central Asia, South Asia, Southeast Asia, Middle East, Sub-Saharan Africa, Latin America etc, and they will support universities within the region. For instance, ADB is currently preparing for new project called Strengthening Agricultural Tertiary Education Project in Bangladesh, which aims to develop a South Asia regional hub as part of the project.

The internship will further develop this global network concept connecting regional hub, particularly in South Asia, as a pilot case which could be supported under ADB-funded project. The intern will review existing literature, conduct stakeholder consultations within ADB (e.g., SAHS, Education Sector Group and Agricultural Thematic Group in SDCC, regional departments in charge of agriculture etc) and beyond (e.g., clients) under supervision of ADB staff, and propose governance system and specific activities which could be supported through this network.

• Duration: 8 weeks (with a possibility of extension)
• Timing: January 2022

4. LOCATION: ADB Headquarters, Manila, Philippines (or virtually, based on COVID-19 policies/restrictions)

The expected outcomes of this internship are (i) to have deeper understanding on ADB project activities, (ii) to come up with concept for global high-tech knowledge intensive agricultural university network through consultations with ADB staff and clients and (iii) present internship outputs through seminar at ADB.
