Overview

Asian Development Bank (ADB) is an international development finance institution headquartered in Manila, Philippines, and is composed of 68 members, 49 of which are from the Asia and Pacific region. The Independent Evaluation Department (IED) independently and systematically evaluates ADB policies, strategies, operations, and special concerns that relate to organizational and operational effectiveness. The position is assigned in the Sector and Project Division (IESP) within the IED.

IESP provides evaluation feedback on performance and generates and disseminates evaluation lessons. The division is primarily responsible for evaluations and validations at the sector level and on individual sovereign lending and TA operations. Except for the program areas of governance and public management and social development, IESP will cover all sectors, such as energy, transport, water, urban, finance, and agriculture, and natural resources. It shall also be responsible for evaluations and validations of non-sovereign operations.

Job Purpose

The Senior Evaluation Specialist conducts sector and project-level evaluations and validations and other evaluation activities in line with the department’s work program and protocols. The position applies the incumbent’s skills and specialization in the areas of agriculture, rural development, and food security (in select and related dimensions of agribusiness finance, agriculture production and research and development, agriculture value chain development, climate change, and disaster risk management, governance, natural resource management, public-private partnership, regional cooperation, and information technology). S/he will draw key lessons from evaluations and their implications for improving development effectiveness and provide recommendations on key issues for ADB action.

The incumbent shall lead and/or oversee evaluation and validation teams. S/he may be part of complex cross-cutting evaluations and/or the evaluation of larger countries.

The incumbent reports to Director, IESP, and supervises national and administrative staff.

Responsibilities

The Senior Evaluation Specialist works within ADB general policies, principles, and goals, and in accordance with ADB evaluation policy) to carry out all and/or a selection of the following tasks:

  • Prepares and/or contributes cross-country, sector-wide evaluations;
  • Prepares and/or contributes sector assistance program evaluations to feed into country evaluations or validations or as stand-alone sector evaluations;
  • Prepares and/or contributes to the preparation of cross-cutting evaluations (corporate and thematic evaluation, topical paper); country/regional assistance program evaluations and the Annual Evaluation Review report with regards to agriculture, rural development, and food security;
  • Prepares and/or contributes synthesis and working papers, and other evaluation products that are sectoral or project-related;
  • Prepares project/program performance evaluation reports and Technical Assistance (TA) performance evaluation reports concerning agriculture, rural development, and food security;
  • Prepares validations on project/program completion reports for sectors covered by the division and/or contributes to quality assurance of validations of self-evaluation reports on ADB operations;
  • Participates and/or contributes to joint evaluations on select projects with development partners;
  • Provides comments on draft evaluation reports and on draft ADB operational documents according to his/her skills and specialization;
  • Contributes to updating of evaluation approach and methodology development and applications for the sector and project-level evaluations and validations, as needed;
  • Disseminates evaluation findings and promotes learning from evaluations in ADB, development partners, and developing member countries; and
  • Performs other tasks as assigned by Division Director or duties that may be assigned as reflected in the incumbent’s work plan.

Qualifications

Relevant Experience & Requirements

  • Master’s degree, or equivalent, in agriculture, preferably in environmental policy and natural resources management. University degree in agriculture, preferably in environmental policy and natural resources management, economics or development studies, public administration, or related social science fields and at least 5 years specialized experience in international and/or development organizations, may be considered in lieu of a Master’s degree;
  • At least 10 years of relevant experience in agriculture, rural development, and food security operations; at least 5 years of relevant experience in project, sector, and country operations (e.g., project management, institutions, policy) and/or development evaluation and outreach in developing countries; Relevant experience in the Asia-Pacific region is desired.
  • Understanding of development issues, practices, and policies in a multilateral and bilateral setting, in related areas or dimensions of the field of expertise: finance, climate change, and disaster risk management, energy, environment, gender, governance policy and institutions, health, public-private partnerships, regional cooperation and integration, social development, and the transport, water, and urban sectors;
  • Understanding and/or experience of issues, practices, and policies in the areas of policy and technical dialogue, strategy and programming, and environmental and social safeguards, in multilateral and bilateral settings;
  • Advanced aptitude in (i) applied research and/or economic, sector/thematic development work including evaluation-related work; and/or (ii) country/sector/project-level analysis including operational, economic, social and technical aspects institutional and policy analysis and reforms, macroeconomics, economic and financial analyses;
  • Practical work experience in the agriculture, rural development, and food security sector and abreast of advancement and trends;
  • Recognized ability to contribute in knowledge management and capacity building within and outside the ADB;
  • International experience working in several countries;
  • Ability to conceptualize and evaluate complex development issues and problems, and to carry out effective communication and dialogue on these topics; and
  • Ability to perform effectively as a team leader, exercising supervision, coordination, and planning responsibilities over the multi-disciplinary unit; coach or mentor team members;
  • Excellent oral and written communication skills in English;

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
