The position is assigned in the Cybersecurity and Compliance Team (ITOD-CS) within the Information Technology Department (ITD). ITD manages the information systems and technology services required for ADB’s Headquarters and Field Offices. ITOD-CS sets the Information Security standards, policies, incident management and Business Continuity approaches for Technology within ADB. The team also monitors compliance with the standards and policies within ITD.

Job Purpose

The IT Officer (Organizational Resilience) will be leading the day-to-day planning of the technology requirements and the operational effectiveness of the technology component of ADB’s organizational resiliency program. While other ITD staff will determine the technology and process to best deliver the required technology resiliency, this role will monitor the implementation of the plan, design test scenarios, and ensure ADB continues to mature our ability to mitigate the impact of a business disruption be it physical or logical disruption, either planned or unplanned. The incumbent will report to designated International staff.


• Help plan and execute the ITD organizational resiliency program managing stakeholders from IT and non-IT backgrounds.
• Work with ITD teams to broaden the coverage of the resiliency currently implemented.
• Manage the incident reporting and response process and prepare IT Operating Risk, Incident and Loss Report.
• Increase the effective preparation for, and test execution of resiliency scenarios including desktop and technology exercises.
• Ensure process libraries and documentation for systems are maintained in a business continuity ready state.
• Facilitate the discussion between the business, technology and other organizational resilience teams to discuss IT requirements, assumptions and risks indicated in the Business Impact Assessments (BIA).
• Ensure gaps or risks from the BIA process are formally managed and drive conversations on mitigation and gap reduction.
• Work with external service providers to understand and potentially test, their technology resiliency.
• Ensure resiliency is appropriately considered in all technology and Information processes by participating intensively in the IT Change Management initiatives.
• Champion business continuity within ITD and ADB.
• Spot opportunities to improve or strengthen BCP or organizational resilience controls or processes.
• Performs activities in support of ADB’s Organizational Resilience.
• Performs other functions that may be assigned and reflected in the incumbent’s work plan.


Relevant Experience & Requirements

• University degree in MIS, Computer Science, Business Administration, Accounting or relevant fields, preferably with advanced training.
• Minimum of 8 years of relevant professional experience in IT resiliency or IT risk management, preferably at least 3 years’ experience in a Business Continuity, IT service continuity or resiliency
• Demonstrated experience with IT service continuity, IT risk management and resiliency
• Planned and executed cyber or technology resiliency desktop exercises
• Knowledgeable about IT incident management or IT service management framework and/or standards (e.g., ITIL, ISO 27001)
• Excellent written and verbal communication skills in English is required.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
