The position is assigned in the Transaction Support Division (PSTS) within the Private Sector Operations Department (PSOD). PSTS is responsible for providing timely and effective business support to line-level PSOD staff and is composed of six (6) teams: 1) development impact; 2) integrity due diligence and technical assistance; 3) environment safeguards; 4) social development safeguards; 5) gender; 6) development effectiveness and economic analysis.

PSOD provides investment capital to private sector entrepreneurs, corporates and project sponsors, as well as financial intermediaries, such as banks, throughout developing Asia. It catalyzes, structures, and funds investments in privately held and state-sponsored companies across a wide range of industry sectors. Its emphasis is on commercially viable transactions that generate financial returns while also delivering on ADB's organization-wide mission to promote environmentally sustainable and inclusive economic growth.

Job Purpose

The Senior Economics Officer will be a member of the Development Effectiveness and Economic Analysis Team and will support to PSOD deal teams to ensure satisfactory development outcomes of ADB’s private sector operations. The position will contribute to PSODs development effectiveness reporting and communications and provide support to project divisions with the preparation of documents such as design and monitoring frameworks, economic analysis, development impact evaluations, poverty analysis etc., consistent with ADB policies, strategies, and guidelines. The incumbent will report to Director, PSTS and or designated international staff and will supervise administrative staff.


a. Economic Evaluation of Projects

  • Prepares economic analysis (cost-benefit analysis) for PSOD infrastructure projects supporting the justification of ADB funding, and following ADBs Guidelines for the Economic Analysis of Projects using existing excel cashflow models; and

  • Prepares ex-post economic analysis for PSOD’s project completion reports.

b. Development Effectiveness Support

  • Provides support to PSOD’s project teams with respect to development effectiveness of project concepts, and assists project teams in finding suitable indicators, impact chains and labels like inclusive business, subsector or poverty classifications;

  • Prepares and comments on the design and monitoring frameworks (DMF) ensuring quality of indicators for development effectiveness (development impact, outcome and outputs) and effective monitoring;

  • Consolidates development effectiveness data for PSOD, and supports the preparation of internal PSOD papers on development effectiveness; and

  • Supports the preparation of reports and publications related to development impact based on indicators and aggregated portfolio reporting or collected from projects, and undertaking consolidation of such data and coordination with regional departments and other ADB support departments, as relevant.

  • Supports the piloting and implementation of the new ex-ante development impact framework for PSOD

c. Development effectiveness data gathering and reporting

  • Follows up and aggregates information regarding expected results of newly prepared projects;

  • Documents and aggregates data reported by on-going projects;

  • Visualizes progress against program targets;

  • Contributes to a development effectiveness data tracking system; and

  • Supports PSOD’s contributions to ADB’s data management.

d. Knowledge sharing:

  • participates in sector and thematic networks to keep abreast of latest developments and issues of relevance to PSOD

  • Supports in the development of guidelines and training material for project teams related to Theory of Change and Development Effectiveness.


Relevant Experience & Requirements

  • Bachelor’s degree preferably with Master's Degree or equivalent in economics, finance or business administration.

  • At least 10 years of relevant professional experience in cost-benefit analysis and/or development impact assessments and at least 5 years with supervisory experience;

  • Proficient knowledge of and experience with the preparation of cost benefit analysis.

  • Advanced knowledge of MS Excel; Basic financial modelling skills and/or know-how of Power BI would be an advantage.

  • Excellent skills in data collection and processing, experience in data governance and the use of advanced data processing and visualization tools.

  • Good understanding of project preparation and processing and the project cycle for private sector operations projects.

  • Knowledge of some sectors and approaches relevant to multilateral projects, preferable on energy or climate change.

  • Knowledge of development effectiveness concepts, indicators definitions, results frameworks, classifications, and development related labels would be an asset.

  • Excellent written and verbal communication skills in English.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
