1. INTERNSHIP TOPIC:
"Identifying Institutional barriers to timely and successful implementation of development projects in the Pacific energy sector."

2. SUMMARY OF JOB DESCRIPTION:
To assist the Energy Division of the Pacific Department in formulating institutional reform components of energy sector projects.
• Conduct a literature review and identify key structural or institutional weaknesses or shortcomings of public sector agencies/stakeholders and utilities from the policy, regulatory, administrative, political and governance perspectives that are impeding the timely and successful implementation of (renewable) energy projects
• Compile best practices from other Pacific countries and other island settings in the Philippines, Indonesia, and Costa Rica which have reached a large penetration of renewable energy in the past decade.
• Recommend solutions or reform actions based on the country contexts and applying international best practice
• Present findings within the Pacific Department and through an ADB-wide knowledge event
• Potential for travel to one Pacific Island Country or to join a regional energy sector conference where the intern can conduct interviews of heads of agencies/utilities

3. PERIOD OF ASSIGNMENT:
• Duration: 11 weeks
• Timing: January 2023

4. LOCATION: ADB Headquarters, Manila, Philippines (or virtually, depending on prevailing travel restrictions)

5. EXPECTED OUTCOMES:
Identification and recommendations for institutional changes and reform actions in the target countries (no more than 4 small Pacific Island countries).

Qualifications

6. EDUCATION REQUIREMENTS:
Currently enrolled in a Masters or PhD program in Law.

7. RELEVANT EXPERIENCE AND OTHER REQUIREMENTS:
Experience in conducting research and literature review, research experience covering pacific countries and/or countries with large renewable energy in the past decade would be an advantage.
