Staff on probation are not eligible to apply. Applicants for promotion must have served at their position for at least one year and must have normally served at their personal level for at least two years immediately preceding the date of the vacancy closing date. Applicants for lateral transfer must have served at their position and personal level for at least one year immediately preceding the date of the vacancy closing date (reference A.O. 2.03, paragraphs 5.8 and 5.9).

This is a senior staff fixed-term appointment for a period of 3 years. This vacancy is open to internal and external applicants.

If the selected candidate is an external hire, the appointment may be extended for a period of up to 3 years per extension, or not renewed. In case of extension, staff may continue in the position for another term of up to 3 years, or be reassigned to any suitable position in ADB.

The same terms and conditions also apply to a selected internal candidate. In addition, if the staff selected has a regular appointment, staff will retain the regular appointment and his/her selection will be considered an assignment for an initial fixed period of 3 years. If the staff selected has a fixed term appointment, his/her appointment will cease, and he/she will be given a new fixed term appointment for an initial term of 3 years.

Fixed-term appointments or assignments are subject to Section 3 of Administrative Order (AO) 2.01 (Recruitment and Appointment) and Section 8 of AO 2.03 (Selection, Talent and Position Management) and its Appendices.

Whether the selected candidate is internal or external, and regardless of the type of appointment, any extension of staff beyond age 60 shall be subject to such terms and conditions determined by ADB, including, where relevant, those provided in Section 10 of AO 2.05 (Termination Policy) and its Appendices.

PSOD provides investment capital to private sector entrepreneurs, corporates, and project sponsors, as well as financial intermediaries, such as banks, throughout developing Asia. It catalyzes, structures, and fund investments in privately held and state-sponsored companies across a wide range of industries. Its emphasis is on commercially viable transactions that generate financial returns while also delivering on ADB's organization-wide mission to promote environmentally sustainable and inclusive economic growth. PSOD is looking for exceptional project and corporate financiers or developers able to identify, structure and close innovative, developmentally and financially robust debt, equity and guarantee transactions. Job Purpose

Provide high-level technical as well as policy advice and support to the Director General (DG), PSOD in running the operations of the department and implementing ADB’s strategic agenda in developing sustainable private sector operations. Advise the DG in the full range of PSOD’s work, and in maximizing the efficiency, relevance, quality, and impact of ADB private sector operations. Ensure the achievement of objectives of the department and continuously keep the Board and Senior Management informed of emerging developments, opportunities, and challenges. Support the DG in leading external and internal relations, coordination, and consultation initiatives for the department. Help PSOD front office anticipate departmental resource requirements and efficient allocation of budget and resources. Work within a broad concept and framework and contribute to the setting of direction and strategy.

Responsibilities

a. Leadership and Strategic Management

  • Support the Director General (DG) in establishing and cascading the department’s vision, goals, development strategies and key result areas (KRAs)
  • Contribute to the planning, implementation and supervision of departmental work plans as well as assist the DG in monitoring the quality of output and the achievement of long-term goals and annual objectives
  • Supervise the design and processing of all PSOD operational and analytical work to ensure strategic relevant, “quality at entry”, demonstrable impact
  • Provide support and advice to DG on human resource and staff management issues, including: recruitment; performance evaluation and improvement; training; and conflict resolution.
  • Chair the PSOD Preliminary Concept Review Committee, the first formal step in project approval.
  • Manage a range of long-term issues of strategic importance to the performance of PSOD which impact on ADB performance.

b. Country Strategy and Programming

  • Work with the DG to produce high quality, well-focused private sector and product strategies and programs for PSOD as well as with the developing member countries (DMCs)
  • Ensure seamless coordination with the of ADB’s resident missions and their work with PSOD.

c. Portfolio Management

  • Ensure that the PSOD portfolio is effectively managed, with specific focus on ensuring that all operations deliver clear and monitorable results.

d. External Relations and Coordination

  • Build strong relationships with the full range of ADB’s development partners, including other development institutions, civil society groups, the Executive Board and the private sector.

e. Internal Relations

Ensure full and effective coordination and cooperation with other ADB departments, regional and non-regional, and the entire range of internal partners and stakeholders.

Build strong relationships with the rest of ADB as it intersects with the private sector and PSOD.

Assist in continuously informing Senior Management of significant developments, emerging opportunities, and challenges, and in providing timely recommendations accordingly.

f. Department Operations Management

  • Provide support to DG on departmental budget and administrative expenditure issues, as required.
  • Oversee the Client Relationship Management plan for PSOD.
  • Facilitate effective department coordination and cooperation with other ADB departments and internal stakeholders
  • Support the DG in performance management of PSOD, including motivation of department staff and handling of staff management issues.

g. Staff Supervision

  • Create and lead multidisciplinary teams and ensure the overall quality of its work.
  • Manage the performance of teams and individuals providing clear direction and regular monitoring and feedback on performance.
  • Provide coaching and mentoring to team and individuals and ensure their on-going learning and development.

Qualifications

Relevant Experience & Requirements

  • Master's Degree, or equivalent University degree combined with specialized experience in similar organization/s, may be considered in lieu of a Master’s degree and at least 10 years specialized experience relevant to the position can be considered
  • Suitability to undertake the responsibilities mentioned above at the required level
  • At least 15 years of relevant professional experience in private sector operations (financial structuring, origination, portfolio management, financial institutions)
  • Strong leadership, management, sound judgment and strategic thinking
  • Excellent oral and written communication skills in English
  • International experience working in several countries, incl. in emerging markets

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
