This is a special fixed-term appointment for a period of two (2) years following Section 3.1 (c.) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. It may be extended on exceptional basis for a further fixed period at the option of ADB. This appointment is open to internal and external applicants.

The position is assigned in the Transport and Communications Division (SATC) within the South Asia Department (SARD). SARD is responsible for providing leadership innovation, lending, project implementation and knowledge sharing for ADB’s sector and thematic work that covers operations in Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka. SATC, is responsible for sector support for transport and communications development in SARD’s jurisdiction.

Job Purpose

The Senior Transport Specialist identifies, processes for approvals, and administers transport sector assistance projects, technical assistance (TA), and non-lending products and services (NLPS) to support sustainable and efficient transportation initiatives. The position ensures compliance with ADB’s policies, operations manuals, project administration instructions, and assistance-related documentations. The incumbent will work closely with internal teams and resource departments, and externally with clients, conduct dialogue with government officials and other stakeholders on transport sector issues and projects, and supervise critical tasks, as may be assigned from time-to-time. The incumbent will report to the Director, SATC and may supervise one or more national and administrative staff.


  • Monitors a set of sector policy, project appraisal, project implementation, portfolio, and mentoring activities.
  • Conducts dialogues with government officials and other stakeholders on transport sector issues and projects.
  • Supports project identification, preparation, appraisal, documentation, and compliance with ADB’s policies, operations manuals, project administration instructions, and related documentation.
  • Ensures that sustainability, best engineering practices including high technology and appropriate technology, safety and efficiency, climate change, and gender elements are realistically incorporated in project design for effective implementation.
  • Works with borrowers and clients, and provides guidance and assistance in formulating, planning, and preparing high quality documents related to the projects.
  • Assumes leadership role to proceed with railway sector reforms and programs to support the optimization of passenger and cargo transports with multimodal transport and logistics planning and associated actions.
  • Leads project teams and assists other project team leaders (PTLs) in the above functions, as well as lead and coordinate such activities when assigned to be the PTL.
  • Addresses issues raised as queries, comments, and suggestions from internal review including from senior management, and addresses issues raised by direct and indirect stakeholders.
  • Monitors policy and document compliance of projects and programs during implementation.
  • Establishes and maintains a monitoring system, reports on project progress, and carries out such administrative tasks as reasonably assigned in consonance with such functions.
  • Actively participates in the network activities in the transport sector, knowledge sharing, staff mentoring, and keeps abreast of the latest developments and issues.
  • Contributes to activities for advocacy, dissemination and knowledge-building around transport and development issues.


Relevant Experience & Requirements

  • Master’s degree in engineering, transport economics, transport planning, management or other related fields, or University degree and at least 5 years specialized experience relevant to the position can be considered
  • At least 10 years of relevant professional experience in the transport sector including international work experience.
  • In-depth knowledge of transport and communications development issues in Asia. Significant expertise within a specific area of ADB's operations (economic, sector or thematic), or breadth across multiple areas with in-depth knowledge within one area.
  • Experience of procurement in multilateral organizations will be preferred.
  • Good understanding and experience in the overall tasks needed in the preparation of investment projects, including project identification and conceptualization, analysis of relevant policies, preparing studies and reports, and coordination with external stakeholders, consultants, and government agencies.
  • Good skills and experience in coordinating and working with teams of professionals such as for technical, social, and environmental safeguards, economic assessments, and procurement.
  • Excellent written and verbal communication skills in English.

The selected candidate is appointed for an initial term of 2 years.
