Organizational Setting and Reporting Relationship

The position of Senior Project Officer is assigned to the Transport Sector Office (SG-TRA) within the Sectors Group (SG). You will be based in the Papua New Guinea Resident Mission (PNRM) in Port Moresby, Papua New Guinea.

You will report to the Director, Transport or designated International Staff in SG-TRA. You will have a matrix reporting to the Country Director, PNRM or designated International Staff and will oversee administrative staff in SG-TRA and/or PNRM.

Your Role

As a Senior Project Officer (Transport), you will provide support to identify, develop, implement and administer investment projects (financed through loans or grants), Technical Assistance (TA) projects, and non-lending products and services in various sectors in the country. You will contribute to the development of policies and strategies addressing various sector needs in Pacific Developing Member Countries (PDMCs) including Papua New Guinea.

You will:

  • Provide support to fact-finding and appraisal missions taking the lead in specific areas of processing, including but not limited to review of technical designs and cost estimates, liaison with government officials, data and project costing, procurement packaging and related technical issues.
  • Lead in the administration of specific loans and TAs and actively take initiative and responsibility to engage with Government agencies, development partners, private sector partners, and other stakeholders to facilitate the successful formulation, processing, administration and monitoring of ADB-financed loan and TA projects.
  • Lead in project procurement activities, preparation of internal procurement papers, review of procurement documents including draft technical designs and relevant cost estimates.
  • Monitor the progress of assigned projects and prepare project performance reports. Prepare and update forecasts of contract awards & disbursements, identifying factors responsible for shortfalls and expediting achievement of target levels where possible.
  • Facilitate work planning, delivery and review with the team. Identify issues and take actions to address them through interactions with executing agencies (EAs) and implementing agencies (IAs), contractors, consultants, and project beneficiaries; prepare measures to address the issues and implement the measures.
  • Prepare papers for extension of loan closing dates, reallocation of loan proceeds, changes in scope and implementation arrangements, and other project administration tasks.
  • Provide advice to government ministries, EAs/IAs and sector entities on ADB guidelines on procurement, recruitment of consultants, preparation of tender documents, etc. to ensure effective implementation.
  • Lead the preparation of Project Completion Reports and TA Completion Reports as assigned.
  • Support or participate in Project Review or Country Portfolio Review missions to represent projects under your responsibility;
  • Provide support for policy dialogues with government on policy matters and institutional issues.
  • Maintain close cooperation with other international donors and undertake meetings and consultations with them, especially in areas relating to donor coordination and harmonization in sector work.
  • Contribute to sector work in the field by assisting in conducting research, updating information on the assigned sector, analyzing financial, institutional or economics uses, and preparing reports on the subjects.
  • Contribute to the preparation of sector assessments within the context of development aid effectiveness and national sector strategy to be utilized for programming purposes.
  • Maintain up-to-date knowledge base of future Government investment plans and approval processes, organizational structure and policies relevant to the assigned sectors.
  • Where required, act as the focal point for the assigned thematic areas and maintain close relationships with the relevant Government agencies in coordination with relevant ADB staff.
  • Help to organize and participate in meetings, conferences, seminars, and workshops.
  • Organize and conduct training workshops for EAs/IAs in areas relating to procurement and project administration/management.
  • Produce reports, as required, on the tasks undertaken in relation to the above.
  • Perform other duties that may be assigned as reflected in the incumbent’s workplan

Qualifications

You will need:

  • Bachelor's degree in relevant disciplines degree or other related fields; preferably with Master’s degree or equivalent.
  • At least 8 years of relevant work experience and at least 4 years of supervisory experience; preferably with related experience in international agencies. Demonstrated expertise and experience within the transport sector or infrastructure projects.
  • Experience & knowledge of various stages of the project cycle (project planning / feasibility analysis / detailed design / project implementation / construction supervision / contract management) is required.
  • Sound knowledge of government administrative systems and procedures is an advantage.
  • Effective report writing and communication skills in English

Additional Information

This opening is a local staff position. It is open only to nationals and residents of Papua New Guinea.

This is a fixed term appointment with option to renew for an initial period of 3 years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.

ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference.
