Organizational Setting and Reporting Relationship

The position of Investment Officer is assigned to the Investment Funds and Special Initiatives Division (PSIS) within the Private Sector Operations Department (PSOD). You will be based at our Headquarters in Manila, Philippines.

You will report to PSIS designated International Staff and senior National Staff.

Your Role

As an Investment Officer, you will provide technical support to PSIS in the performance of operational and administrative tasks related to planning work and administration of private equity funds.

You will:

a. Credit monitoring of assigned PSIS accounts

  • Prepare the credit monitoring reports (annual, semiannual and quarterly).
  • Conduct analysis of client financial data, identify problems and remedial actions, and perform valuation of equity investments based on standard financial models.
  • Work with originating departments and dealing officers to inform relevant staff of warning signals or potential problems in transactions, design and coordinate remedial actions, and participate in missions for due diligence related to project monitoring.

b. Project monitoring

  • Monitor the development effectiveness parameters and environmental and social management system (ESMS) compliance of transactions for compilation in PSOD's Development Effectiveness Report.
  • Communicate covenant breaches or unexpected developments in a transaction and work with clients, PSIS staff and other ADB departments to design and implement remedial measures such as waivers and demand letters.
  • Ensure clients submit periodic reports to ADB on time and accurately, and follow up.

c. Disbursements

  • Act as focal for PSOD's middle office, managing disbursement requests, reviewing withdrawal applications, ensuring compliance with conditions and covenants, following up on document submissions, preparing correspondence, and re-estimating project costs and ADB's financing commitments.
  • Help develop disbursement projections, monitor actual disbursements, track shortfalls, and identify their underlying causes.

d. Database maintenance

  • Ensure the completeness of databases for legal documentation, financing and security documents, and project contracts for new project approvals, and post-origination documents.
  • Manage the creation and maintenance of project-related databases, tracking portfolio size, composition, and other characteristics for management information.
  • Maintain databases of transaction covenants and other milestones and oversee junior staff to ensure their correct application.

e. Project Annual Reviews and Project Completion Reports

  • Conduct desk reviews, collect data, assess project performance, conduct interviews, and participate in missions for extended annual review reports (XARR), either independently or with PSOD staff/consultants.
  • Oversee and train junior staff in XARR preparation skills.

f. Administrative and Planning Support

  • Participate in planning initiatives to facilitate PSIS's interaction with other ADB departments and partner institutions and coordinate the preparation of inputs for the annual work program and budget.
  • Help finalize PSIS's submissions for ADB's annual planning, budget exercises, and mid-year reviews.
  • Schedule and oversee administrative and planning tasks for junior staff.

Qualifications

You will need:

  • Bachelor's degree in accounting, business, or economics; preferably with advanced training
  • At least 8 years work experience
  • Knowledge of operational processes and procedures of multilateral/International Finance Institutions.
  • Experience in training and supervising junior staff in work planning, research, analysis, and report preparation
  • Ability to undertake research and analyze data using computer software to monitor performance of Funds; prepare detailed reports in collaboration with other PSIS staff
  • Skills to interview and negotiate internal and external clients that may require international travel
  • Proficiency in oral and written English, with strong report-writing abilities.

Additional Information

ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference. This position is funded by a temporary funding source (e.g., a trust fund, financing facility, or capital expenditure budget) and therefore, the renewal of the appointment and its duration are subject to the availability of the funding source.
