Organizational Setting and Reporting Relationship

The position of Associate Human Resource Officer (HR Services) is assigned to the Reward, HR, and Health Services Division (BPRS) within the Budget, People, and Management Systems Department (BPMSD). You will be based at our Headquarters in Manila, Philippines.

You will report to the designated International Staff and senior National Staff.

Your Role

As Associate Human Resource Officer (HR Services), you will provide technical and operational support in BPRS to ensure the quality of HR benefits and services for ADB staff including benefits administration and other HR related operations.

You will:

Technical, Analytical and Administrative Support

  • Support and back-up the senior national staff in managing work processes in the daily administration of HR benefits and services.
  • Lead in analytical work, projects, implementation of new processes/plans and services, staff briefings and presentations.
  • Coordinate, validate, and provide guidance in the administration/processing of entitlements and claims especially the more complicated or special cases to ensure conformity with ADB policies and procedures in relevant work area.
  • Contribute to contract administration by coordinating with providers and other parties for reconciliation and settlement of outstanding accounts and implementation of agreements/arrangements, preparing documents for contract renewals, bidding and procurement of goods and services for the division.
  • Provide guidance to staff on benefits and onboarding, relocation and off-boarding requirements.

Business Process Improvement and System Development

  • Contribute to ad hoc studies on HR benefits and services. Draft standard and non-standard correspondence and reports.
  • Provide conceptualizing and designing system solutions that support the business processes encompassing HR operations.
  • Oversee the maintenance of relevant databases; and identify areas needing system/process improvements to ensure efficient maintenance and processing of HR services and benefits.

Other Services

  • Respond to queries or provide preliminary advice on HR information and service to ensure that these are understood and observed.
  • Contribute to the budget preparation and monitoring of specific HR benefits and services budget items.
  • Perform other tasks as assigned and reflected in the incumbent's work plan.

Qualifications

You will need:

  • Bachelor's degree in Human Resources Management, Business Administration or other related fields.
  • At least 6 years of professional experience in HR benefits and payroll, budget analytics, among others.
  • Ability to work independently on assigned transactions and conduct cost-benefit analysis to support decision-making.
  • Effective report-writing and communication skills in English
  • Proficient in spreadsheets and required information technologies with good presentation skills
  • Ability to provide guidance to other administrative staff on assigned areas of work.
  • Ability to liaise and work collaboratively with clients and team members.

ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference.
