JFPR-funded government procurement manual presented at workshop
General Director of the Department of International Cooperation and Debt Management of the Ministry of Economy and Finance H.E. Pen Thirong and ADB Principal Portfolio Management Specialist for Cambodia Joonho Hwang opened the workshop on 5 October 2018 in Phnom Penh to discuss updates of government's procurement manual, prepared under technical assistance funded by the Japan Fund for Poverty Reduction. The updated manual aims to promote transparency and accountability in procurement for all external financed projects and programs. About 180 participants joined the consultation.
ADB Country Director for Cambodia visits improved water infrastructure, meets with project beneficiaries
ADB Country Director for Cambodia Sunniya Durrani-Jamal and country project staff on 26 September 2018 joined H.E. Ponh Sachak, Secretary of State of the Ministry of Water Resources and Meteorology, and senior government officials of the General Department of Resettlement of the Ministry of Economy and Finance in a joint mission to Pursat province. They reviewed implementation progress under the Greater Mekong Subregion Flood and Drought Risk Management and Mitigation Project designed to improve irrigation canal and flood management infrastructure and boost rice production for more than 16,000 hectares of land, benefiting some 10,000 farmers when completed. The team also met with project beneficiaries, including leaders and members of the farmer water users community.
Government's updated standard operating procedures for financial management discussed
ADB Country Director for Cambodia Sunniya Durrani-Jamal on 21 September 2018 joined H.E. Pen Thirong, General Director of the Department of International Cooperation and Debt Management of the Ministry of Economy and Finance, to open a consultation workshop to discuss the updates of government's standard operating procedures aimed at reinforcing good governance and achieving effective project implementation. The workshop, funded by the Japan Fund for Poverty Reduction, was attended by more than 100 representatives from line ministries, development partners, and civil society organizations.
Cambodia, ADB discuss ongoing partnership
Cambodia's Deputy Prime Minister and Minister of Economy and Finance H.E. Aun Pornmoniroth, also ADB Governor, and Deputy Director General (DDG) of ADB’s Southeast Asia Department Cleo Kawawaki met on 20 September 2018 in Phnom Penh to discuss ongoing partnership. DDG is joined by new ADB Country Director for Cambodia Sunniya Durrani-Jamal who was introduced to the Governor during the meeting. DDG also attended a consultation workshop on government's standard operating procedures for financial management and met with main development partners and staff of ADB Cambodia Resident Mission.
Alternate Executive Director Mahbub Ahmed visits Cambodia
ADB Alternate Executive Director (AED) Mahbub Ahmed visited Cambodia from 12-14 September 2018 to meet with senior government officials, including Deputy Prime Minister and Minister of Economy and Finance and ADB Governor H.E. Aun Pornmoniroth, to discuss development priorities and ADB operations. AED Ahmed also visited ADB-financed irrigation and rural energy projects where he met with local authorities and beneficiaries.
Cambodia: Launch of 2018 Asian Development Outlook
The ADB Cambodia Resident Mission Senior Country Economist Jan Hansen led the launch of Asian Development Outlook 2018 in Phnom Penh on 11 April, which commenced with a presentation on Cambodia’s Macroeconomic Performance in 2017 and future outlook by Senior Economics Officer Poullang Doung. Cambodia’s economic growth is projected at 7% in 2018 and 2019, driven by solid global economic growth, robust exports, high foreign direct investment flow, tourism activities, and domestic demand. Government ministers participate in Cambodia's country programming consultations
ADB Cambodia Resident Mission (CARM) concluded its 2018 country programming consultations at a wrap-up meeting on 27 March, co-chaired by CARM OIC Jan Hansen, and attended by about 50 senior officials from the government. Andrew Jeffries (ADB Energy Division Director), Jiangfeng Zhang (ADB Environment, Natural Resources and Agriculture Division Director) and CARM OIC Jan Hansen led an ADB team in high-level consultations with ministers of agriculture, forestry and fisheries; water resources and meteorology; mines and energy; labour and vocational training; and environment.They also met with development partners and civil society organizations.
27th ASEAN+3 Bond Market Regional Forum held in Phnom Penh
This event, held last 1-2 February, aimed to create awareness of Cambodia's bond market development and to discuss issues related to bond market development in ASEAN+3. It was jointly organized by ADB, the Securities Exchange Commission of Cambodia, and Cambodia Securities Exchange. ADB Country Director for Cambodia Samiuela Tukuafu delivered the opening remarks to more than 100 local and international participants. The Cambodia and Myanmar Bond Market Guides, jointly prepared through collective efforts of ADB and the respective authorities, were also launched.
Cambodia and ADB sign three project loan agreements
Senior Minister and ADB Governor Aun Pornmoniroth and ADB Country Director for Cambodia Samiuela Tukuafu signed 3 loan and grant agreements amounting to $180 million for the following projects:
- Road Network Improvement Project - involves 147 km of roads in support of national efforts to make the transport sector more efficient, safe, and disaster resilient.
- Provincial Water Supply and Sanitation Project - to help expand and improve urban water supply and sanitation services;
- Tonle Sap Poverty Reduction and Smallholder Development Project - to further improve agriculture productivity and diversify Tonle Sap Basin’s economy. This will benefit smallholder farmers through initiatives that cater to the needs of local communities and address issues of low productivity, weak value chains, and high vulnerability to climate change.
Minister Pornmoniroth acknowledged the strong and enduring partnership between ADB and Cambodia. He also recognized the valuable contribution that ADB has made to reducing poverty and helping the government achieve its goal of long-term and sustainable economic growth. Mr. Tukuafu thanked the government and co-financing development partners and said ADB looks forward to the successful implementation of all 3 projects for the benefit of the Cambodian people. Draft Public-Private Partnership (PPP) Procurement Manual Discussed at Consultation Workshop
CARM Senior Country Economist Jan Hansen and Director General Pen Thirong (International Cooperation and Debt Management, Ministry of Economy and Finance) welcomed 80 participants from government, development partners and private sector to a consultation workshop on the draft procurement manual for public private partnerships. The Ministry of Economy and Finance (MEF) prepared the manual with technical assistance from ADB. Mr. Hansen highlighted the importance of due diligence, competitiveness, transparency and accountability in procurement to maximize value for money of public investments implemented as PPPs.
