Executive Director Shivaji Visited Cambodia

Executive Director Shivaji visited Cambodia from 24-26 August 2017. He met with the Senior Minister and Minister of Economy and Finance and ADB Governor Aun Pornmoniroth; Senior Minister and Minister of Public Works and Transport Sun Chanthol; and Minister of Education, Youth and Sport Hang Chuon Naron. Acknowledging Cambodia's rapid economic progress, ED Shivaji was informed of the Government's strong commitment to work with ADB to enhance the economic and social development of Cambodia. He also met CARM staff and visited ADB project sites outside of Phnom Penh.

Cambodia Judiciary Trained on Environmental Laws

Over 100 judges and prosecutors nationwide participated in the 2-day interactive workshops in Phnom Penh and Siem Reap under Office of the General Counsel's Law and Policy Reform Program. Cambodia Supreme Court Vice President Chiv Keng and ADB Country Director Samiuela Tukuafu opened the national workshop on Mainstreaming Legal Knowledge of Environmental issues held on 21 August in Phnom Penh.

Implementation of Cambodia's Social Accountability Framework Discussed

ADB Country Director Samiuela Tukuafu spoke at the Second Learning Forum to review the "Implementation of Cambodia's Social Accountability Framework" on 11 August in Phnom Penh. He highlighted ADB's commitment to support the efforts of the Government to improve service delivery by sub-national administrations as part of its decentralization and de-concentration reform program. Over 70 participants from central and local governments, civil society organizations and development partners reviewed the findings of the Asia Foundation under RETA 8595 on the progress of implementing Cambodia's 2013 Social Accountability Framework.

Business Information Center for SMEs Launched in Cambodia

ADB Cambodia Resident Mission (CARM) Senior Country Economist Jan Hansen and H.E. Cham Prasidh, Senior Minister and Minister of Industry and Handicraft delivered opening remarks at the Launch of Business Information Center on 3 August. The Center will provide access to business support services to SMEs and is being funded by the Young Entreprenuers Association of Cambodia with support from the Australia-ADB Mekong Business Initiative. CARM Senior Country Economist highlighted ADB's commitment to working with both the private sector and the Government to improve Cambodia's business environment and competitiveness. Around 250 participants from the Government, private sector, and development partners attended the event.

Climate Change Adaptation Indicators and Gender Considerations integrated into Cambodia's Planning Processes

Led by H.E. Chhay Than, Senior Minister and Minister of Planning and the Secretaries of State for Women's Affairs and for the Environment, 90 representatives from the government, civil society organizations and development partners discussed on 27 and 28 June, Cambodia's progress in integrating core indicators of climate change adaptation and gender considerations in planning processes, and in ADB projects co-financed by the Pilot Program for Climate Resilience. Welcoming participants, ADB Country Director Samiuela Tukuafu highlighted the high priority placed by the Government to address climate change and natural disasters and the ADB's proactive assistance in this area. ADB helps strengthen Cambodia's Disaster Risk Management

Led by Nhim Vanda, Senior Minister and Chairman of the National Committee for Disaster Management, over 120 participants discussed progress on a draft plan to better prepare communities for natural disasters. In welcoming remarks, ADB Country Director Samiuela Tukuafu explained the objectives of a joint ADB and Japan Fund for Poverty Reduction project to support national efforts to manage disaster risks and build capacity for disaster preparedness and response. The joint project will also help implement a Community Disaster Risk Reduction and Climate Change Adaptation program.

ADB Guidelines on Project Financial Reporting Mainstreamed

Over 80 participants from government executing and implementing agencies attended a workshop on Understanding ADB Guidelines on Project Financial Reporting, organized jointly by ADB and the Ministry of Economy and Finance. The workshop, held at Sofitel Phnom Penh Hotel on 23 June, highlighted the importance of financial statements and audit reports in ADB-financed projects, along with challenges in the submission of timely and quality audited reports, and recommended actions and timelines for improvement. CARM Senior Portfolio Management Specialist Januar Hakim provided opening and closing remarks.

Cambodia’s Financial Sector Development Strategy 2016-2025 Launched

ADB Cambodia Resident Mission Country Director Samiuela Tukuafu on 15 June delivered the welcome remarks at the launch of Cambodia’s latest Financial Sector Development Strategy (FSDS) 2016-2025. The event was jointly officiated by Aun Pornmoniroth, Senior Minister and Minister for Economy and Finance, and Governor to the ADB and Chea Chanto, Governor of the National Bank of Cambodia. Senior Minister Pornmoniroth expressed appreciation for ADB's continuous support to  financial sector development and acknowledged the successful partnership between Cambodia and ADB. ADB has led financial sector development in Cambodia since 1999 and has provided four program loans to this sector since 2001. Cambodia's first 10-year financial sector blueprint 2001–2010, was updated every five years as the rolling 10-year FSDS, providing the long-term vision, objectives and framework to guide Cambodia in rebuilding and developing its financial sector. Cambodia: Enhanced Project Development using PPP Procurement Discussed at Workshop

ADB Country Director Samiuela Tukuafu on 8 June joined senior government officials to deliver welcoming remarks, highlighting ADB’s multi-year support for the government to develop a policy, legal and institutional framework for public private partnerships (PPP). More than 50 participants from government ministries and agencies, and ADB staff discussed basic principles covering PPP procurement, differences between solicited and unsolicited proposals, government responsibilities and the processes involved in the preparation and transaction of PPP projects with some international case studies shared. The staff from ADB's OPPP explained the services that they can provide and how the government can access resources from the Asia Pacific Project Preparation Facility.

ADB, Ambassador of Japan to Cambodia visit Viet Nam border crossing

ADB's Cambodia Resident Mission (CARM) Country Director Samiuela Tukuafu and Ambassador of Japan to Cambodia Hidehisa Horinouchi on Friday 19 May, joined the Minister Attached to the Prime Minister Sok Chenda Sophea, who is also Secretary General of the Council for the Development of Cambodia, in a visit to Bavet Industrial Park. The visit provided first hand insight to the interests of the foreign companies investing in this special economic zone, their needs relating to infrastructure (transport, energy, water and sanitation), and skills development. The party travelled through the Southern Economic Corridor Highway and visited the cross-border facility between Cambodia and Viet Nam. Both were financed by ADB under the Greater Mekong Sub-region (GMS) Program. Read news | Watch video (in Khmer)
