Asian Development Outlook (ADO) 2020 forecasts that the ongoing regional economic slowdown due to COVID-19 will severely impact the economy of the Lao PDR, especially in tourist arrivals, investment, trade, and services. Growth is expected to dip from 5.0% in 2019 to 3.5% in 2020, which could be even lower if the pandemic cannot be contained within the 2nd quarter of the year, and bounce back to 6.0% in 2021 when services recover and electricity production capacity increases. Following serious disasters in two successive years, fiscal reform is needed to better finance disaster preparedness, response, and recovery, especially as disasters worsen under climate change.
