ADB-Federated States of Micronesia Partnership Strategy

The Pacific Approach, 2016-2020 serves as ADB's operational framework for the Pacific and the country partnership strategy for the Federated States of Micronesia (FSM) and 10 other smaller Pacific island countries.

ADB operations in the country are aligned with priorities identified in the government's Action Plan 2023, which addresses the fiscal and economic challenges that FSM faces with the expiration of grants under the Compact of Free Association with the United States.

ADB's country operations business plan (COBP), 2016-2018 for FSM combines investments in the energy grid, port facilities, and sustainable tourism, with technical assistance that is focused on the preparation of tourism development projects, and on public administration reforms at both the state and national levels.

The Public Communications Policy (PCP) recognizes that transparency and accountability are essential to development effectiveness. It establishes the disclosure requirements for documents and information ADB produces or requires to be produced.

The Accountability Mechanism provides a forum where people adversely affected by ADB-assisted projects can voice and seek solutions to their problems and report alleged noncompliance of ADB's operational policies and procedures.
