    The country operations and business plan (COBP), 2019–2021 of ADB for Papua New Guinea is consistent with ADB’s country partnership strategy, (CPS) 2016–2020 and the Government of Papua New Guinea’s national development plans. This COBP focuses on the five priority areas of the CPS: (i) transport, (ii) energy, (iii) health, (iv) water and other urban infrastructure and services, and (v) public sector management.

    The country operations business plan is consistent with the country partnership strategy (CPS), 2016–2020, government’s development vision and the Asian Development Bank (ADB) Midterm Review of Strategy 2020.  The indicative pipeline contributes to (i) strengthening ADB’s strategic operational focus on health, sustainable transportation, and climate financing; and (ii) mobilizing cofinancing. ADB-financed projects are also utilizing high-level technology and other innovations to improve service delivery.

    To implement the designation of eligible Asian Development Fund (ADF) loans as concessional ordinary capital resources (OCR) loans following the approval of the ADF-OCR merger by ADB's Board of Governors, it is necessary to amend the respective Legal Agreements. This letter agreement effective 1 January 2017 applies to the ADF loans made by ADB to Papua New Guinea as referred to in this document dated 3 October 2016.

    Papua New Guinea: Country Operations Business Plan (2017-2019)

    The country operations business plan, 2017–2019 is the second under the country partnership strategy (CPS) 2016–2020 for PNG. The strategy was developed in close consultation with the government and other stakeholders, and is aligned with the government’s Development Strategic Plan, 2010–2030 and National Strategy for Responsible Sustainable Development, 2014–2030. The CPS focuses on supporting rural populations by enhancing transport infrastructure, delivering health services, and reengaging in water and other urban infrastructure and services.
