    Philippines: Country Operations Business Plan (2019–2021)

    The country operations business plan, 2019–2021 is aligned with the Asian Development Bank’s country partnership strategy, 2018–2023 for the Philippines, and its three strategic pillars: (i) accelerating infrastructure and long-term investments, (ii) promoting local economic development, and (iii) investing in people. It supports the government’s priorities embedded in the Philippine Development Plan, 2017–2022 to raise the country’s potential growth trajectory and reduce poverty incidence and income inequalities.

    Philippines: Country Operations Business Plan (2018–2020)

    In 2017, ADB and the Government of the Philippines agreed on an operational program for 2018–2020 that extends the country partnership strategy (CPS), 2011–2016 for the Philippines by one year through the country operations business plan (COBP), 2018–2020. This COBP closely aligns with the recently released Philippine Development Plan (PDP), 2017–2022.

    To help achieve more inclusive growth and address income inequalities and regional disparities, the country operations business plan (COBP) 2017–2019 will focus on four interrelated priority areas: (i) sustainable and climate-resilient infrastructure, (ii) good governance and finance, (iii) inclusive employment and education, and (iv) regional integration.  The COBP 2017–2019 is consistent with the Philippine Development Plan 2011–2016.

These foci are consistent with the priorities of the country partnership strategy, 2011–2016 and the Philippine Development Plan, 2011–2016 Midterm Update.
