President Nakao visits Xinjiang Uygur Autonomous Region, PRC

The President met Xinjiang Communist Party Secretary Chen Quanguo on 5 September in the capital Urumqi and discussed ADB's assistance to Xinjiang and the autonomous region’s importance to the CAREC program. On 6 September, President Nakao visited sites of the Xinjiang Urban Transport and Environmental Improvement Project in Turpan, and met with beneficiaries of the Women, Culture and Tourism Development Subproject. PRCM: ADB conducts Client Portal for Disbursements (CPD) Roll-out Training

PRCM Country Director Ben Bingham, the PRC Ministry of Finance Director Han Su, and Oliver Domagas (ADB Controller's Department) opened the 2-day roll-out training on 14 June in Beijing. Twenty-five (25) representatives from provincial finance bureaus and project management offices participated. The training provided a briefing, demonstration, and user training on the CPD system. Experienced users from pilot roll-out were also invited to share their practical knowledge and experience.

PRC, ADB 5th Strategic TA Programming Workshop held

Ayumi Konishi, Director General, East Asia Department (EARD) of ADB and Liu Weihua, Deputy Director General, Minister of Finance opened the two-day workshop on 23 May in Beijing. Over 140 participants from central and local governments, think tanks, research agencies, including ADB Institute and related departments discussed ways to enhance technical assistance programming and relevance of ADB's knowledge work, and achieve maximum impacts through synergies and cooperation.

PRC Ministry of Environmental Protection, ADB hold fourth annual policy dialogue

Guo Jing, Director General, PRC's Ministry of Environmental Protection (MEP) and Ayumi Konishi, Director General, East Asia Department (EARD) of ADB opened the fourth ADB-MEP Policy Dialogue on 22 May in Beijing. DG Konishi discussed the progress made in implementing the ADB-MEP MOU signed in 2014 by ADB President Nakao and then MEP Minister. DG Konishi highlighted the potential for future cooperation in enhancing trans-provincial environmental management in the Yangtze River Economic Belt in his speech, and expressed hope for MEP's greater involvement in ADB's loan-assisted projects. ADB’s Sector directors and representatives from EARD divisions, Sustainable Development and Climate Change Department, PRC Resident Mission, and Private Sector Operations Department presented relevant case studies, contributed to discussions, and identified cooperation opportunities with MEP.

Vice President Stephen Groff participates in Belt and Road Forum for International Cooperation in Beijing

Mr. Groff spoke at the High-level Dialogue on Financial Connectivity, and the Bankers Roundtable on Belt and Road Infrastructure on 14-15 May. He emphasized ADB's long-standing support for subregional programs and promoting connectivity across Asia, and the potential synergy between the Belt and Road Initiative and ADB's national and subregional programs. Vice President Groff signed an MOU on the collaboration between the PRC's Ministry of Finance and MDBs on the BRI. Also, see interview with VP Groff by CGTN.

ADB supports PRC river and lake rehabilitation through PPP

On 12 May, Benedict Bingham, Country Director of ADB Resident Mission in the PRC, in Beijing signed a facility agreement with China Water Environment Group to build and operate a series of infrastructure to restore river and lake environment under the PRC's new public-private partnership framework. The facility consists of a dual-currency ADB direct loan, syndication, and technical assistance for enhanced energy efficiency, water standard, and sludge management. See news release.

PRCM hosted a country launch of the  ADO 2017

PRCM hosted a country launch of the  ADO 2017 on Thursday in parallel to the main launch in Hong Kong, China. About 20 journalists from international and national media including China Daily, People's Daily, CCTV, Xinhua News Agency, Caijing Magazine, Caixin media, Financial Times, AFP, Yomiuri Shimbun, and Nihon Keizei Shimbun attended the launch. PRCM CD Ben Bingham opened the launch and chaired the event. Economics Unit Head Jurgen Conrad presented the ADO's analysis on the PRC. Questions raised by the media included Financial risks, structural reforms, housing market, Xiong'an new zone, One Belt One Road, AIIB, infrastructure investment, and regulation.

ADB mission to PRC for human resources consultation and outreach

On 21-23 March, Toshio Oya, Director General of Budget, Personnel and Management System Department led a mission to Beijing and Shanghai and met with officials from Ministry of Finance and high-level administrators from top schools to elaborate on needs of experts for ADB's evolving areas of focus. He also gave lectures on career opportunities in development to students from Peking University, Tsinghua University, and Tongji University.

President Nakao pledges strong support for PRC reforms

The President addressed the China Development Forum (CDF) 2017 on 19 March in Beijing, pledging in a speech ADB's strong support for the PRC's reform efforts. He met Premier Li Keqiang at the forum. He also met Xiao Jie, Finance Minister and ADB Governor; Liu He, Minister of the Office of the Central Leading Group on Financial and Economic Affairs; and Lou Jiwei, Chair of the National Council for Social Security Fund and former Finance Minister. ADB signs loan agreement for PRC's clean bus leasing program

On 10 January, Michael Barrow, Director General of ADB’s Private Sector Operations Department, and Jingbin Shi, Vice President of Everbright Financial Leasing (EFL) signed a $75 million private sector loan under the Clean Bus Leasing Program in Beijing. EFL is the third and final leasing company to avail of a loan under the program, which is expected to increase clean bus transport services in the PRC. See news release.
