2022 Annual Evaluation Review: Fragile and Conflict-Affected Situations and Small Island Developing States

Evaluation Document | 1 October 2021

ONGOING EVALUATION. As a flagship report of IED, the Annual Evaluation Review (AER) provides ADB Board, Management, operational staff and other stakeholders in the development arena with an independent perspective on ADB’s development effectiveness based on findings and evidence from IED evaluations and validations of ADB’s self-evaluation reports.

The AER has three main objectives:

  • to present a synthesis of ADB’s performance and results at the levels of operations, programs, and strategies;
  • to conduct an in-depth assessment on a selected theme of strategic importance concerning ADB’s performance or performance management from an evaluation perspective (the theme for the 2022 AER is ADB’s engagement in fragile and conflict-affected situations [FCAS] and small island developing states [SIDS]); and
  • to review management actions in response to recommendations of IED evaluations
