ADF VII: Report of the Donors

As ADF commitment authority was nearing exhaustion, donors have agreed to the sixth replenishment (ADF VII) to finance ADB's concessional operations during the four-year period 1997-2000. This report presents detailed views of the donors concerning the need for concessional assistance in Asia and the Pacific, the objectives of ADB's concessional operations during the ADF VII period (1997-2000), the long-term vision for ADF operations, and financial management and burden-sharing. Issues were also identified during the negotiations and need further examination, such as the terms of ADF loans, a formal graduation policy in ADB, and the criteria for ADF access and allocation.
