ADB gauges the relative performance of all eligible borrowers with access to Asian Development Fund by conducting annual country performance assessments.

ADB links the allocation of Asian Development Fund (ADF) resources to country performance. The performance-based allocation system is based on the principle that aid is most effective in accelerating poverty reduction in countries where policy and institutional performance is strong. Under the system, ADB gauges the relative performance of all eligible borrowers with access to ADF by conducting annual country performance assessments.

This annual report provides information on the conduct and results of the 2008 assessments. It also summarizes progress in harmonizing ADB's allocation system with similar approaches to performance-based allocation of concessional resources at other multilateral development banks.
