About three-quarters of Azerbaijan’s road network was in poor condition, largely due to vehicle axle overloading and poor maintenance. This resulted in high transport costs and traffic accidents, thereby becoming a major impediment for growth and poverty reduction. In 2006, the Government of Azerbaijan formulated the Road Network Development Program for the period 2006−2015 with an estimated total cost of $3.4 billion. It subsequently requested ADB support for the program through a multitranche financing facility (MFF) with an aggregate amount not exceeding $500 million equivalent. In October 2007, ADB approved the government’s first periodic financing request (PFR) for drawdown under Subproject 1 through two loans (Loan 2354 and Loan 2355) with a total amount of $200 million. In August 2008, ADB approved the government’s second periodic financing request for Subproject 2 under the MFF (Loan 2433) to cover the Ganja bypass road. Subproject 2 was completed in December 2012 and its completion report was prepared in September 2013.
