Bhutan: Country Operations Business Plan (2018-2020)

The proposed lending and nonlending operations are aligned with the country partnership strategy (CPS) of the Asian Development Bank (ADB) for Bhutan for 2014–2018, and with the priority areas of the Government of Bhutan as articulated in the Eleventh Five-Year Plan. Technical assistance (TA) grants will support capacity development and project preparation.
This COBP also included proposed education and health projects, consistent with the priorities set out in ADB’s Midterm Review of Strategy 2020 to expand operations in these key social sectors. These projects support the national objective of self-reliance and inclusive socioeconomic development (footnote 2), which places importance to economic diversification for creating employment opportunities, ensuring a broader tax base and providing an enabling environment for private sector development.
