The introduction of an elected local government tier, the commune and sangkat councils, in a highly centralized country like Cambodia offers significant opportunities to strengthen governance, embed peace and security, increase accountability, transparency, and participation and increase the efficiency and effectiveness of service delivery. The project aimed to provide most of these councils with facilities, equipment, systems, training, and support.

This report validates the completion report's assessment of the project which aims to improve the quality of services delivered by line departments in Cambodia which is better attuned to local needs and preferences. IED overall assessment: Successful
