The Board of Directors of the Asian Development Bank (ADB) approved the recommendation of the policy paper on the Strategic Management of Policy-Based Lending, 2022-2024. All Directors concurred with the proposal to suspend the application of ADB’s policy-based lending (PBL) policy ceiling of 20% of sovereign operations on a 3-year rolling average basis to be replaced with a fixed $18 billion in PBL headroom between 2022 and 2024.
