This annual report provides an overview of ADB’s work in 2021 to build resilience and secure lasting stability and development in its most vulnerable developing member countries.

ADB’s most vulnerable developing member countries are classified as Fragile and Conflict-Affected Situations (FCAS) and Small Island Developing States (SIDS). This annual report provides an overview of ADB’s work in 2021 to forge differentiated approaches to its operations in FCAS-classified countries. It also explains ADB’s new Fragile and Conflict-Affected Situations and Small Island Developing States Approach (FSA) and summarizes how the bank’s operations in FCAS-classified countries progressed against FSA benchmarks. Practical examples of these operations are presented.
