Increase in the Base Allocation of the Performance-Based Allocation System for 2019–2020: Policy Paper

This paper discusses the increase in the base allocation that will benefit developing member countries (DMCs) of ADB that are eligible for concessional assistance of the 11th replenishment of the Asian Development Fund (ADF), 2019-2020.

This increase would be funded from ADF 12 grant resources left unallocated during 2017–2018. Because the unallocated ADF grant resources are available, the original resource allocation for individual countries as outlined in the Work Program and Budget Framework, 2018–2020 and internal planning documents will not be changed.

The paper focuses on the impact on eligible small island developing states (SIDS), whose access to concessional resources would increase by more than 50% over the 2-year period. SIDS will receive about 75% of the proposed additional ADF grant base allocation.
