Nepal: Skills Development Project
Nepal’s technical and vocational education and training (TVET) was inadequate; the quality of training was poor; its market relevance was low; access was inequitable; and the institutional capacity of its Ministry of Education, Science, and Technology (MOEST) was weak at the time of project appraisal in 2012. The short supply of skilled labor in the country restricted economic growth. ADB prepared the Skills Development Project to address these deficiencies. The project was grant-funded due to its small size, the weak institutional capacities of MOEST and the Council for Technical Education and Vocational Training, and the absence of a sound TVET sector strategy. Target outcome was an established market-responsive and social and gender–inclusive TVET system.
