The Country Partnership Strategy for 2015–2019 is aligned with ADB's midterm review of Strategy 2020 and Pakistan's own development strategy. The thrust of ADB’s strategy will be to improve connectivity, productivity, and access to markets and public services in Pakistan.

The strategy will focus on (i) infrastructure development to improve connectivity, boost productivity, help attract private investment, create jobs, and provide access to markets and basic public services; and (ii) institutional reforms (including policy, regulatory, and administrative systems as well as financial management) to help mobilize resources, facilitate effective private sector participation, and improve public service delivery.
