Validates the completion report's assessment of the project which aims to improve the quality and relevance of technical education and vocational training programs in Pakistan. IED overall assessment: Unsuccessful

The population of Balochistan, a province of Pakistan, faced major problems such as low educational attainment, high unemployment, and high rate of poverty. One of the factors for the high incidence of poverty was the limited opportunities for unskilled youth to obtain on-the- job training and skills. Other factors responsible for persisting poverty were slow economic growth, limited job growth, high labor costs, and low quality of social services, particularly education and health. To reduce poverty, the Government of Pakistan recognized the importance of developing a skilled workforce and improving livelihood by investing on quality technical education and vocational training.

This report validates the completion report's assessment of the project which aims to improve the quality and relevance of technical education and vocational training programs through more equitable access to better quality programs, focused on females and rural poor, enhanced employability of graduates, and enhanced institutional efficiency of key institutions in Pakistan.
