People’s Republic of China: Risk Mitigation and Strengthening of Endangered Reservoirs in Shandong Province Project

The PRC's Ministry of Water Resources reflected the high priority given by the government to strengthening reservoirs by establishing the National Reservoir Strengthening Program (NRSP) in 2001. Although the aim was to complete NRSP during the Eleventh Five-Year Plan (2006–2010) period, it was also intended that reservoir rehabilitation would continue beyond the program. More than 30,000 unsafe reservoirs were in need of rehabilitation. Also, class I and II reservoirs were not part of the NRSP but were expected to deteriorate and will need rehabilitation. In addition, reservoirs rehabilitated under the NRSP would need to be properly operated, maintained, and managed for optimal utilization. Given this scenario, the government requested assistance from the Asian Development Bank (ADB) to help finance rehabilitation and management and gain access to international best expertise.
