People's Republic of China: Country Operations Business Plan (2019-2021)

ADB's Country Operations Business Plan (COBP) for the People's Republic of China for 2019-2021 is consistent with the strategic priorities of ADB’s country partnership strategy (CPS) for the PRC, 2016–2020; the government's Thirteenth Five-Year Plan, 2016–2020 to support more inclusive and environmentally sustainable growth; and ADB’s Strategy 2030.

During this COBP, ADB will continue to focus on areas where it can add most value, especially addressing institutional challenges and generating regional public goods, such as developing demonstration projects and policy innovations, promoting advanced technology, strengthening institutions through capacity building, expanding private sector operations and public–private partnerships, and sharing best practices. ADB will focus on addressing development challenges in lagging areas with pockets of fragility relevant to other ADB developing member countries. The COBP will continue to put knowledge at the center of ADB’s operations in the PRC and technical assistance will focus on upstream investment in knowledge relevant to preparing the next CPS, 2021–2025, including preparing inputs to the government’s Fourteenth Five-Year Plan.
