The project was designed to support the implementation of the Comprehensive Agrarian Reform Program by facilitating access of target communities to support services and markets. It was to cover 152 agrarian reform communities (ARCs) and 11 ARC clusters in 19 of the poorest provinces of the southern Philippines and assist some 150,000 persons in 44,000 households. It aimed to transform beneficiaries from subsistence farmers into agribusiness entrepreneurs.
This report validated the completion report's assessment of the project. IED overall assessment: Less than successful.
