This Country Operations Business Plan for 2013–2015 describes the consistency of the business plan with the Philippines' Country Partnership Strategy 2011–2016. The business plan includes includes an indicative lending program of $1.72 billion from ADB's ordinary capital resources, and a technical assistance program of $21.10 million funded from the Technical Assistance Special Fund and external sources.

The business plan operationalizes the strategic shifts in ADB's strategy from funding stand-alone projects and policy-based loans to funding slices of national programs, such as the National Community Driven Development Program of the Department of Social Welfare and Development, and the K to 12 Education Reform Program of the Department of Education. It gives emphasis on learning from implementation experience and better pipeline management by supporting larger but fewer projects. For the first time, a Country Knowledge Strategy and Action Plan (linked document) is included to blend development financing with knowledge and innovative solutions.
