The Pacific Approach, 2016–20201 serves as the Asian Development Bank’s (ADB’s) country partnership strategy for the eleven small Pacific island countries (PIC-11). The priorities of the Pacific Approach, 2016–2020 will remain valid for the PIC-11 country operations business plan (COBP), 2021–2023 until the new Pacific Approach for 2021–2025 is considered in 2021.
In line with the Pacific Approach, the PIC-11 COBP, 2021–2023 reflects a multi-country approach that identifies common development challenges and opportunities for operational efficiencies across the PIC-11. The COBP supports the three strategic priorities of the Pacific Approach: reducing costs, managing risks, and enabling value creation. The PIC-11 are generally small, remote, and fragile; and face many natural constraints and external shocks that make achieving sustainable and inclusive growth challenging.
