Special Capital Budget Project - Rehabilitation of the ADB’s Headquarters Building and Enhancement of Security: Completion Report

The Asian Development Bank (ADB) headquarters building, completed in 1990, was considered to be a model for energy-efficient building design and its adherence to environmentally friendly practices. After almost 15 years of operation, the Board approved in 2004 a special capital budget of $14.76 million to fund a project to enhance the security environment at the headquarters site and rehabilitate and improve the physical security and occupational safety and health measures in the building. 

The project was implemented from 2004 to 2012, and comprised five subprojects: (i) enhanced security access control to Bank facilities; (ii) protection from intrusion or terrorist attack; (iii) rehabilitation of fire management system; (iv) improving efficiency of facilities; and (v) space planning and optimization.
