Country Operations Business Plans

ADB discontinued country operations business plans (COBPs) in July 2021. For proposed projects, please go to the Projects and Tenders page at /projects.

The Country Operations Business Plan describes the consistency of the business plan with the country partnership/regional cooperation strategy, including grants and projects in the pipeline.

    Sri Lanka: Country Operations Business Plan (2021-2023)

    The country operations business plan (COBP), 2021–2023 is the fourth COBP under the Asian Development Bank (ADB) country partnership strategy (CPS), 2018–2022 for Sri Lanka and is aligned with the CPS pillars on (i) strengthening growth drivers by promoting diversification of economic activities and productivity enhancement, and (ii) improving the quality of growth by promoting inclusiveness. It is also in line with the operational priorities of ADB’s Strategy 2030. Financing priorities under COBP, 2021–2023 have been adjusted in response to several factors, such as the (i) impact of the coronavirus disease 2019 (COVID-19) pandemic, (ii) need to balance support for critical development expenditure with the country’s fiscal and debt situation, and (iii) new government priorities under the National Policy Framework.

    Papua New Guinea: Country Operations Business Plan (2021-2023)

    This country operations business plan (COBP) is the first COBP of the country partnership strategy (CPS), 2021–2025 of ADB with the Government of Papua New Guinea (PNG). The CPS features three strategic pathways. The first pathway serves to enable diversified economic growth through improvements to infrastructure, including in transport and energy, and to bolster the private sector—such as micro, small, and medium-sized enterprises—through a more competitive yet transparent business environment, and more ADB-supported private sector transactions. The second pathway supports improving governance, financial management and institutional strengthening across all institutions that ADB engages with in PNG, including state-owned enterprises, to improve efficiency and public service delivery.

    Indonesia: Country Operations Business Plan (2021-2023)

    This is the first country operations business plan (COBP) under the country partnership strategy (CPS), 2020–2024 of the Asian Development Bank (ADB) for Indonesia. Against the backdrop of the coronavirus disease (COVID-19) pandemic, the lending assistance for 2021–2023 supports the overall goal of the CPS: achieving inclusive, competitive, and sustainable development in Indonesia. The goal will be achieved through three strategic pathways: (i) improving well-being, (ii) accelerating economic recovery, and (iii) strengthening resilience. This COBP is also aligned with the government’s National Medium-Term Development Plan, 2020–2024.

    The country operations business plan presents the indicative program of support of the Asian Development Bank (ADB) for Cambodia during 2021–2023. ADB has been working closely with the Government of Cambodia to minimize negative impacts from the coronavirus disease (COVID-19) pandemic, while continuing to invest in the medium- to long-term drivers of sustainable development. The 2020 country programming mission was extended to allow additional time to assess potential impacts from COVID-19. While the pandemic has created new priorities for ADB support, it has also reinforced the continued relevance of the core CPS pillars and the operational priorities under ADB’s Strategy 2030.

    Mongolia: Country Operations Business Plan (2021)

    The country operations business plan (COBP) of the Asian Development Bank (ADB) for Mongolia, 2021 extends beyond the period of its current country partnership strategy (CPS), 2017–2020. The current CPS strategic priorities are extended under this COBP, and the COBP bridges the gap until a new CPS is prepared, which is currently planned for the second quarter of 2021. This approach has been agreed with the Government of Mongolia. The country knowledge plan in the CPS continues to guide the COBP. ADB’s knowledge operations will focus primarily on issues that relate to the three strategic pillars, as well as the crosscutting themes of public sector management and gender equity. The multidimensional nature of ADB’s strategic focus provides a rich context in which to deepen knowledge cooperation within Mongolia.

    Timor-Leste: Country Operations Business Plan (2021-2023)

    The enhanced country operations business plan (COBP), 2021–2023 of the Asian Development Bank (ADB) for Timor-Leste extends the priorities of the country partnership strategy (CPS), 2016–2020 until a new CPS is prepared for Board consideration in 2022, covering the period 2023-2027. The previous COBP, 2020–2022 included agriculture in ADB’s assistance areas and this COBP further enhances the CPS by including projects in the finance and information and communication technology (ICT) sectors. The pipeline will also address support for health and economic responses to the global coronavirus disease (COVID–19) pandemic and other emergencies.
