The Pacific Approach, 2016–2020 serves as the Asian Development Bank (ADB) country partnership strategy for the 11 small Pacific island countries (PIC-11). In line with the Pacific Approach, the PIC-11 country operations business plan (COBP), 2020–2022 reflects a multicountry approach that identifies common development challenges and opportunities for operational efficiencies across the PIC-11.

The country operations business plan (COBP) for Pakistan, 2020–2022 of the Asian Development Bank (ADB) is aligned with ADB’s country partnership strategy for Pakistan, 2015–2019, which supports the Government of Pakistan’s objective of sustained and inclusive economic growth. The COBP is also consistent with the priorities set out in ADB’s Strategy 2030, and is aligned with the government’s development agenda and the economic and social development plans of provincial governments.
The COBP comprises project loans; policy-based lending for structural reforms; multitranche financing facilities (MFFs) for energy, transport, water and other urban infrastructure and services; and results-based lending for energy and social services.
The Tajikistan country operations business plan (COBP), 2020–2022 of the Asian Development Bank (ADB) is aligned with the country partnership strategy for Tajikistan, 2016–2020. The country partnership strategy aims to support sustained and inclusive growth that is less susceptible to external shocks, and create higher-paying jobs. The COBP also supports the National Development Strategy of the Republic of Tajikistan for the Period up to 2030. In particular, ADB will help the government achieve its strategic priorities of energy security and efficient use of energy; improved communications and repositioning as a transit country; food security, nutrition, and improved public access to quality food; and the creation of jobs through increased private investment, economic diversification, and competitiveness.
The country operations business plan (COBP), 2020–2022 of the Asian Development Bank (ADB) for Bhutan is consistent with ADB’s draft country partnership strategy, 2019–2023 for Bhutan, the Government’s priority areas articulated in the Twelfth Five-Year Plan (2018–2023), and operational priorities of ADB’s Strategy 2030. The COBP aligns with the three country partnership strategy pillars, which aim to (i) promote dynamic economic reforms, (ii) improve connectivity for better access to information and markets, and (iii) achieve greater inclusiveness through more equitable socioeconomic development. These pillars are aligned closely with the government’s key priorities.
The country operations business plan (COBP), 2020–2022 of the Asian Development Bank (ADB) for Papua New Guinea is consistent with ADB’s country partnership strategy (CPS), 2016–2020 and the Government of Papua New Guinea’s national development plans. The COBP is also consistent with the priorities set out in ADB’s Strategy 2030. This COBP focuses on the five priority areas of the CPS: (i) transport, (ii) energy, (iii) health, (iv) water and other urban infrastructure and services, and (v) public sector management. This COBP also includes education and finance.
