Validation of Cambodia Country Partnership Strategy Final Review, 2019–2023
ONGOING EVALUATION. The Independent Evaluation Department (IED) of the Asian Development Bank (ADB) will validate the Cambodia Country Partnership Strategy Final Review (CPSFR), 2019–2023. The validation will inform ADB’s future operations and its forthcoming country partnership strategy (CPS) 2023–2027. ADB prepared a self-evaluation (CPSFR) of the Cambodia CPS 2019–2023 and its recent country program portfolio, which it submitted to IED for validation on 15 February 2023. The CPSFR rated the program overall as successful. It found the country program relevant, effective, less than efficient, likely sustainable, and as having satisfactory development impacts.
The validation will gather evidence from desk review of the CPSFR, associated country strategic analysis, IED evaluations and validations, portfolio analysis, and project documents. This will be complemented by consultations with government agencies, the resident mission, development partners, and other stakeholders during a mission. The validation report will be prepared in line with the 2015 Guidelines for the Preparation of Country Assistance Program Evaluation and Country Partnership Strategy Final Review Validations.
