Validation of the Lao People’s Democratic Republic Country Partnership Strategy Final Review, 2017–2022
ONGOING EVALUATION. The Independent Evaluation Department (IED) of the Asian Development Bank (ADB) will conduct a validation of the assessments and findings of the final review of the Lao People’s Democratic Republic (PDR) Country Partnership Strategy (CPS), 2017–2020. The objective of the validation is to inform ADB’s future operations and its forthcoming CPS, 2024–2028 for the Lao PDR.
The Country Partnership Strategy Final Review (CPSFR) assessed the CPS, 2017–2020, and the 2-year extension overall successful. It assessed the country program relevant, effective, borderline efficient, likely sustainable, and satisfactory in its development impact.
The validation will gather evidence from a review of the CPSFR, the country portfolio performance reviews (CPPR), and other relevant documents; and from consultations with ADB staff at headquarters and the Lao PDR resident mission (LRM), government officials, representatives of development partners, and other stakeholders. The validation will be prepared in accordance with IED’s 2015 Guidelines for the Preparation of Country Assistance Program Evaluation and Country Partnership Strategy Final Review Validations. The validation will assess operations approved during 2017–2022, as well as operations approved prior to this period but implemented during it.
