The Work Program and Budget Framework for 2006-2008 (WPBF) is a business plan that focuses on Asian Development Bank (ADB)-wide deliverables, operational strategy, and initiatives for improving development effectiveness. It reflects recent international discussions such as the call to scale up financing for development, and the Paris Declaration on Aid Effectiveness. The WPBF responds to issues raised in recent reviews of the effectiveness of the reorganization, loans and technical assistance (TA) portfolio performance, and development results.

The WPBF's primary goal is to scale up ADB's development effectiveness. An overview of ADB's work program follows, including indicative resource requirements, and reporting and monitoring arrangements to ensure achievement of WPBF objectives.
