Financing Partnership Agreements
Partnership framework arrangements (PFAs) are agreements between ADB and a development partner to support specific regional, country, or focus under a streamlined approach. Also called framework cofinancing arrangements (FCAs), memoranda of understanding (MOU), and similar terms, PFAs facilitate better strategic collaboration, cooperation, and complementarity. PFAs have a funding envelope that covers a broad range of planned and coordinated cofinancing activities that covers a specific period of time. In 2020, ADB had active PFAs with 10 financing partners, with a total funding envelope of $21.19 billion.
