Three agencies oversee Luxembourg’s international cooperation and official development assistance (ODA). The Development Cooperation Directorate of the Ministry of Foreign and European Affairs manages its ODA; the Ministry of Finance handles cooperation with international financial institutions; and the Luxembourg Development Cooperation Agency manages its bilateral ODA and implements cooperation projects with partners in developing countries.

Luxembourg’s development efforts center on local development, education, health, microfinance and finance, and renewable energies. In Asia, it has been supporting its main partner countries, the Lao People’s Democratic Republic (Lao PDR) and Viet Nam, particularly in health, local development, and technical and vocational education and training. It has also been assisting Myanmar in the fields of education and tourism. Its partnership with ADB has included support for technical assistance on financial system strengthening in Azerbaijan, Cambodia, Indonesia, the Kyrgyz Republic, the Lao PDR, Mongolia, and Viet Nam.
The country has aided ADB’s private sector operations by cofinancing nonsovereign projects and by engaging the Trade Finance Program (TFP). From 1 January 2016 to 31 December 2020, private entities domiciled in Luxembourg had provided $27 million in cofinancing for 3 projects. Likewise, as of December 2020, the TFP has supported 17 export and import transactions with Luxembourg to developing Asia valued at over $10.4 million. Isolating TFP’s work with Luxembourg banks, the TFP works with three banks operating in Luxembourg and has provided guarantees supporting $1 million in trade in over 7 transactions.
