Purpose

This conference will gather well-known scholars and experts on fiscal systems and fiscal policies to actively promote a discussion on relevant issues which are expected to contribute to the theoretical and empirical literature and regional policy dialogue.

Background

Sustainable and inclusive growth in emerging Asian economies requires continued high levels of public investment in infrastructure, education, health and social services. These responsibilities, especially with regard to infrastructure investment, need to be devolved increasingly to the regional government level. However, growth of sources of revenue and financing for local governments has not necessarily kept pace, forcing them in some cases to rely on unorthodox funding measures such as shadow banking, or else cutting spending below needed levels. Even if adequate funding is available, there need to be safeguards to ensure that debt levels are sustainable. Both the PRC and Indonesia have been reforming local government finances, while India, for example, already has a very decentralized local government system.

The purposes of this study are to: identify innovative policies to support greater independence of financial capacity of local governments while maintaining fiscal stability at both central and local levels; and to assess the likely effects of such reforms on the capacity for infrastructure investment and other spending. The study will include case studies of the PRC, Indonesia and a South Asian economy to draw lessons and policy recommendations.
